page 2, 5151 Almondwood Drive <br /> In correspondence dated October 3, 2002 Ground Zero stated that "minor over. <br /> excavation" of the source area was performed at this site'% SJCIEHD requested the <br /> submittal of documentation supporting this claim. SJCIEHD records document that the <br /> only excavation of soil performed at this site was that done to allow for the removal of <br /> the underground storage tank (UST). This soil, per the UST re noval permit, was to <br /> have been hauled to an appropriate disposal facility, pending analytical results. <br /> In their report "Groundwater Monitoring Well Installation Report'�'dated April 18, 2001, <br /> Ground Zero recommended onsite management of the soil cuttings resulting from the <br /> installation of the monitoring wells. A 4 to 1 composite sample'l;of the cuttings had been <br /> submitted for laboratory analysis; results were non-detect4or all constituents analyzed <br /> and SJCIEHD approved the onsite management of these;lcuttings. Ground Zero never <br /> reported that they had mixed these cuttings with a soil stockpile'left from the tank <br /> removal, a stockpile that should have been appropriately dealt with per the conditions of <br /> the UST removal permit. SJCIEHD's approval of the onsite management of the soil <br /> cuttings from the monitoring well installations cannot be construed as permission to deal <br /> with the UST removal stockpile in the same manner, nor can it be used as evidence that <br /> the soil stockpile was ever appropriately dealt with. <br /> Please proceed with submittal of a San Joaquin County Well Permit Application and <br /> required $89.00 permit fee, and with scheduling the drilling. All'fapproved work must be <br /> completed by December 31, 2003.
