This office has received no
work plan. You were further directed to continue routine quarterly groundwater
monitoring and sampling of all onsite monitoring wells, and requested to submit
information concerning the onsite production well, the previously submitted but
incomplete sensitive receptor/well survey and a supposed `minor over excavation' that
your consultant, Ground Zero Analysis, Inc. stated had been performed at the site.
On June 30, 2003 SJCIEHD personnel met with you onsite and discussed the location of
the onsite production well, the location of the closest offsite domestic well and the
problems with the sensitive receptor/well survey that had been submitted by your
consultant. At the meeting you told SJCIEHD that you would have the well survey
completed and you would arrange for the sampling and analysis of both the onsite
production well and the closest offsite domestic well. SJCIEHD has not been informed
that either of these tasks has been completed.
Please submit the requested information and work plan. If these items are not received
by SJCIEHD within fourteen days from the date of this letter, referral of this site for
enforcement action to the Regional Water Quality Control Board, Central Valley Region
(CVRWQCB) or the San Joaquin County District Attorneys Office may occur.
If you have any questions please call Lori Duncan at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Department
Lori Duncan, Senior REHS Margaret agorio, Supervising REHS
LOP/Site Mitigation Unit IV LOP/Site Mitigation Unit IV
CC' James Barton, CVRWQCB
John Lane, Ground Zero Analysis, Inc.
