•1 r <br />AT&S was identified as a large hazardous waste generator in 1987 with a <br />total tonnage generated that year of 140.31 tons. Hazardous waste was <br />generated until November 11, 1990, when underground waste oil tanks <br />were removed. Information received from Mick Hardin (site contact in <br />Southern California) indicated no hazardous waste has been generated <br />on this site from 1990 to 1992. <br />Hazardous waste has been generated offsite (from spills along the AT&S <br />railway). The site has been manifesting these offsite hazardous wastes <br />under their Diamond & East Worth site EPA ID number. <br />Mick Hardin told me they wish to keep their EPA site number for future <br />hazardous waste generation that may occur on site. <br />AT&S is a large rail yard encompassing approximately 15 acres. Pre - <br />1990, AT&S conducted train repairs, truck maintenance, freight car <br />loading and classification. Also during this time, they steam cleaned <br />diesel locomotive engines. Waste from this operation was shipped in <br />box car tanks by rail to a treatment facility at their Barstow yard. From <br />1990 to present, freight car loading activity occurs. There is also a rail <br />track over a large concrete -lined pit where locomotives drip lube oil. <br />Only two employees were at the facility at the time of inspection. Oil is <br />changed in the large lifts onsite by Interminal Services, 1001 South B <br />Street, Stockton. <br />A. Hazardous waste is generated offsite due to spills along the tracks in <br />outlying areas as follows: Oil, diesel, contaminated soil, non RCRA <br />hazardous waste liquid (diesel and water), waste paints, and <br />miscellaneous chemicals. <br />B. Waste oil is generated at the site as the result of locomotive engines <br />dripping waste lube oil into a 2,600 gallon underground tank. This tank <br />is pumped when half full or more by PRC Patterson, Inc. They transport <br />oil to Refineries Services, 13331 North Highway 33, Patterson, CA. <br />I arrived onsite at approximately 10 a.m. and met Wayne Hale, Site <br />Manager. I told Mr. Hale I was there to do a large generator inspection. <br />K <br />
