San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209)468-3420 Fax: (209) 468-3433 Web:www.sjgov.org/ehd <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PREMIER FINISHING 7910 S LONGE , STOCKTON April 26, 2017 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item At Remarks <br /> 202 HSC 25189.5(x) Disposed or caused disposal of HW at an unauthorized point. <br /> According to Mr. Craig Walters, the filter press cake sludge (generated at the stainless steel tank located in the <br /> waste water treatment area) is being thrown away into garbage. All onside liquid waste including the waste from the <br /> plating tanks is being directed to this stainless steel tank. Mr. Craig Walters indicated that he thinks the waste was <br /> sampled in the past and was deemed non-hazardous. The reviewed Slug Discharge Control Plan, indicates that <br /> trivalent chromium is treated by precipitation and sent out as"press cake", no manifests showing "press cake" <br /> disposal were available. This waste is being generated as part of the wastewater treatment sludge from the <br /> chemical conversion coating of aluminum (using trivalent chrome), which identifies this waste as F019 and is RCRA <br /> hazardous waste, listed in CCR 66261,31. Any person who generates a waste shall determine if the waste is a <br /> hazardous waste. One sample was collected by the EHD from this filter press cake at the time of inspection. <br /> Hazardous wastes shall be disposed of only by transportation to a permitted hazardous waste treatment, storage, <br /> and disposal facility (TSDF). Immediately cease disposal of hazardous waste to garbage and ensure that all future <br /> waste is hauled by a licensed hazardous waste transporter to a permitted TSDF. Provide training for all employees <br /> who handle/generate hazardous waste and send documentation to the EHD showing they have received adequate <br /> training on proper methods of handling and disposal of hazardous waste. Submit a statement and supporting <br /> documentation explaining how this waste was managed. <br /> This is a Class I violation. <br /> 301 CCR 66262.34(4)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> The following was noted at the time of inspection: <br /> 1) Solvent based paint was splattered on the walls and floor of the paint mixing room, strong solvent like odor was <br /> also noted in this room. <br /> 2) Metal fines were observed on top and around the metal working equipment(next to the dry sanding equipment) <br /> located inside the shop area of the northern site building <br /> 3) White powdery staining (discharge)was noted on concrete in the vicinity of power washer process tanks and <br /> adjacent next to one blue 55-gallon container of CC50L with a corrosive warning label. <br /> 4) White powdery staining was noted adjacent to the fork lift battery charging station. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous <br /> waste to air, soil, or surface water which could threaten human health or the environment. Immediately fix all leaks <br /> and spills , and manage according to Title 22 hazardous waste regulations.
