NO. CAD981429715 <br /> The California Department of Health Services (DHS) , the <br /> Regional Water Quality Control Board (RWQCB) , and the Region <br /> IX office of the Environmental Protection Agency (EPA) have <br /> reviewed the Modified Closure Plan dated August 9 , 1990, for <br /> the closure of four hazardous waste management units at the <br /> Kearney-KPF facility located at 1624 East Alpine Avenue, <br /> ment units consist of <br /> Stockton, California. The waste manage <br /> four surface impoundments. <br /> Pursuant to Title 22 of the California Code of Regulations <br /> (CCR) , Section 67212 and the regulations pursuant to the <br /> Resource Conservation and Recovery Act (RCRA) , 42 USC Section <br /> 6901 et. seq. , the Modified Closure Plan is determined to be <br /> acceptable with the following conditions: <br /> First, drilling muds and cuttings, if incorporated into <br /> the structure of the ponds 1, 2a, or 2b, shall be placed <br /> below the elevation of the compacted clay layer that will <br /> cover the aforementioned ponds. <br /> Second, the facility will submit a statement to DHS <br /> within seven days that certifies that closure operations <br /> and waste removals are not precluded by the Land Disposal <br /> Restriction regulations (40 CFR 268 .7) . Closure work <br /> shall not commence without such certification. <br /> Third, DHS does not approve of any plans contained in the <br /> modified closure plan, including all attachments, which <br /> pertain to surface water basins, ponds, or dry wells for <br /> the storage, evaporation, percolation, or infiltration of <br />
