.r ..r <br /> ® Document Number: 909 R 5003 <br /> PILKINGTON <br /> Procedure Rev: 5 Date: 5/24/07 <br /> EMERGENCY RESPONSE PROCEDURES <br /> WHAT FACTORS DETERMINE WHETHER TO EVACUATE <br /> The type and extent of the emergency may play an important role in determining <br /> whether to order a partial or full evacuation of the facility. Asking the following <br /> questions may help in making the correct decision. <br /> • Does the emergency pose an immediate threat to human safety? <br /> • Does an ongoing emergency create a situation that continued presence in the <br /> area may hamper emergency response activities? <br /> • Are emergency response agencies requesting an evacuation? <br /> WHO ORDERS AN EVACUATION <br /> It is important to identify those individuals responsible for ordering an evacuation and <br /> establishing lines of succession for carrying out evacuation functions. The type and <br /> time of the emergency may dictate who orders an evacuation. Below are general <br /> guidelines for individuals responsible for ordering evacuations. <br /> Plant Management (Plant Manager, Human Resource Manager, etc.): <br /> These members of the facility's management staff team may order partial or complete <br /> evacuation of the facility for cause. Orders for evacuation should be relayed to the <br /> security officer in charged and if appropriate, to the area managers. <br /> Supervisors: <br /> Generally, in those cases where the health and safety of workers are in eminent danger, <br /> line supervisors may order an evacuation of the immediate area. Supervisors must <br /> immediately notify the security officer on duty and plant management. <br /> ENVIRONMENTAL Manager: <br /> The ENVIRONMENTAL Manager is the facility's Incident Commander for emergencies <br /> related to the release of hazardous chemicals. The ENVIRONMENTAL Manager may <br /> order a partial or complete evacuation of the facility if the emergency is related to the <br /> release or potential release of hazardous chemicals. The ENVIRONMENTAL Manager <br /> must notify the security officer on duty and plant management. <br /> 909RS003 Rev. 5/20/04 <br />
