Two worn absorbent pads, approximately 55 gallons of unknown liquid <br /> inside the Ultrasep unit, and fallen leaves soaked oil within the concrete <br /> secondary berm outside north end of the production building. <br /> i. Absorbent pads were picked up and disposal of as hazardous <br /> waste. <br /> ii. Ultrasep was contacted and asked to pick up the unit along with the <br /> content. Unknown liquid was pumped out and disposed of as <br /> hazardous substance. <br /> iii. All of oil and leaf soaked oil in the secondary containment have <br /> been clean-up and disposed of as hazardous waste. All leaves <br /> around the area have been clean up as well and a tarp has been <br /> placed around the secondary berm up 15 ft. to prevent future <br /> leaves and/or trash from getting into the area. <br /> 2. Item 122, 123 & 124 — Manifest number 006006909FLE and 003923574SKS <br /> were found without a signed off copy from the destination facility. <br /> a. A copy of both manifest have been provided by destination facility. Copy <br /> of the signed manifest is attached to letter. <br /> 3. Item 301 (repeat) —Witness spillage of knock-out oil under blend tanks, and used <br /> absorbents deployed on oil spills at the Blending Department, the used oil <br /> storage area, and hydraulic oil storage trailer. <br /> a. All spilled oil and used absorbent in the various areas under the Blend <br /> Department have been clean and properly disposed of. A training with all <br /> plant personnel depicting the audit pictures of these areas as perform. <br /> Areas that had leaks will be investigated and maintain in a proper manner. <br /> 4. Item 404 (repeat) —Witnessed two 5-gallon buckets of used oil and One 55-gallon <br /> drum of solid absorbent — snake waste with no lid (see item #108 on page 4). <br /> a. Drum, buckets and snake waste was properly disposed of. Held a <br /> meeting with all employees to review hazardous storage and handling <br /> procedure. <br /> 5. Item 407 —Witness one 55-gallon empty drum stored upsidedown with no <br /> marking within the secondary containment berm at the used oil storage area. <br /> a. Drum was identified to be empty. Relocated drum to empty drum storage <br /> area outside of the berm. Review all empty drum and marked with date in <br /> which the drums are empty. Empty drum are retain for annual year end <br /> shutdown in which some hot oil maybe be drain from system to allow for <br /> equipment maintenance or modification. <br /> 6. Item 605 & 701 (repeat) —Witness during this inspection: <br /> a. Thirteen 55-gallon metal drums of used oil and one blue poly drum of solid <br /> waste with either unreadable or no marking on the hazardous waste <br /> labels, or no hazardous waste label at all, located at the used oil storage <br /> area. <br /> i. All drums with oil have been pumped into storage tank for pickup by <br /> Asbury Environmental. Solid was from all drums were properly <br /> label and disposed of via Safety Clean.
