yy�'� p-�" <br />CONSOLIDATED CONTINGENCY PLAN UT 9 n 2,9)A <br />Hazardous Material Business Plan Requirements <br />Consolidated Contingency Plan). <br />Procedures for Coordination with Local Emergency Organizations <br />Site does not have any contractual arrangements with local emergency organizations. Facility personnel <br />are trained to recognize conditions that have a potential to cause an abnormal condition and could <br />escalate to an emergency. In the event of an emergency, facility personnel will contact emergency <br />response as detailed in the Consolidated Contingency Plan. Depending on the severity of the emergency, <br />either a response team will be activated or Shell will establish a Unified Command System with local <br />emergency responders (see page 4 of Consolidated Contingency Plan). <br />Communication and Alarm Systems <br />The Site has telephones and automatic alarm chemical monitoring equipment. Telephones, automatic <br />alarm chemical monitoring equipment, and verbal warnings are to be utilized for evacuation purposes. <br />Use of Emergency Response Equipment and Supplies Employees May Use <br />Personal Protective Equipment for employees (hard hats, safety glasses/splash goggles, high visibility <br />safety vests, and chemical protective gloves) are in the Office Building at the site. Potential emergencies <br />anticipated include the following hazards: fire and acute/chronic health. PPE levels meet the <br />requirements for the health hazardous identified. The Emergency Response Contractor (see page 3 of <br />the Consolidated Contingency Plan) also provides emergency response equipment. <br />Procedures for Using, Inspection of, Repairing, and Replacing Emergency and Monitoring Equipment <br />Fire extinguishers are inspected monthly. <br />Evacuation/Re-entry Procedures and Assembly Point Locations <br />In the event of an emergency the Operations department is responsible for evacuation procedures. <br />Evacuation map is prominently displayed throughout the facility. The emergency assembly area is near <br />NuStar (neighbor on the East side), secondary emergency assembly area is at police guard shack. <br />Hazardous Waste Generator Requirements (Procedures for Storage/Generation of Hazardous Waste) <br />Proper Packaging and Labeling of All Waste <br />All Residual Waste materials will be managed in accordance with the RMP for Shell. Labeling <br />requirements of the RMP include Waste Material, Non-Haz, Recoverable Material, or Hazardous Waste <br />Labeling. Wastes that have not been analyzed or are pending analysis are to be labeled with the "Waste <br />Material' label with hazards identified with their type listed. Upon receipt of analytical the "Waste <br />Material' label will be replaced with "Non -Hazardous" or "Hazardous" as determined by the Residual <br />Disposal Consultant (RDC). "Recoverable Material' will be determined upon generation. Qualified <br />personnel, in communication with the RDC and Environmental Coordinator will verify that wastes are <br />properly labeled and packaged. <br />On -Site Management and Storage Requirements <br />The RMP specifies the storage requirements for staging piles, bins/roll-offs, drums, other containers, <br />and portable tanks. The determination of container type will be determined by the RDC in <br />communication with qualified personnel. Containers will be stored in the Hazardous Waste Storage <br />Area(s) or Satellite Accumulation Areas as designed and appropriate to hazard types/determination. As <br />directed by the RDC and Environmental Coordinator, qualified personnel will inspect wastes as specified <br />by their type and description in the RMP. <br />Proper Use of Safety Equipment and Hazardous Waste Management Supplies <br />Qualified personnel will alert the RDC on the status of container supplies; where needed, additional <br />containers (bins/roll-offs) will be ordered by the RDC. All other required containers will be ordered by <br />qualified personnel (along with safety equipment). <br />Off -Site Transportation Requirements <br />Shell Oil Products US—Stockton Terminal <br />_ALTH <br />
