Copies of spent lead acid battery disposal records were not found on site. The generator shall <br /> retain on site for at least three years a legible copy of each manifest or bill of lading which identifies <br /> spent lead acid batteries shipped to a person who stores, uses, reuses, recycles, or reclaims the <br /> batteries or their components. Maintain all future hazardous waste disposal records for spent lead acid <br /> batteries on site, and submit proof to the EHD indicating that this practice will be implemented by August <br /> 2, 2014. <br /> 128. Bills of lading for the recycling of used oil filters for the last three years were not found on site. A <br /> copy of each bill of lading must be kept on site for at least three years. Maintain all future hazardous <br /> waste disposal records for recycling of used oil filters on site, and submit proof to the EHD indicating that <br /> this practice will be implemented by August 2, 2014 <br /> 301. According to the received complaint, open containers of used/waste oil or diesel were reported to <br /> be spilling onto the ground. <br /> The following observations were made at the time of inspection: <br /> 1) At least seven oil drain pans (black in color) containing various amounts of what appeared to be <br /> drained used oil were observed throughout the northern portion of the site (near the trailers, the office <br /> and the northern property boundary). In several locations, dirt staining was noted around the drain <br /> pans. In addition to the oily substance, one drain pan contained several used oil filters. <br /> 2) Three open 5-gallon plastic container holding various amounts of oily liquid were noted in the <br /> northern portion of the property, near the property fence and the trailers. Oily staining on dirt was <br /> noted around them. <br /> 3) One open plastic container blue in color (approximately 25 to 30 gallons capacity) was half full and <br /> contained some oily substance and mechanical parts. This container was observed near the trailer in <br /> the northern portion of the site, some oily staining was noted. <br /> 4) A semi truck, parked in front of the office building, was leaking oil onto the dirt beneath it, oily <br /> staining and oily accumulations were visible beneath it. <br /> 5) 1 quart of motor oil in its original container and one gallon of wood stain was observed on the <br /> ground near a trailer/shed at the northern property boundary. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release <br /> of hazardous waste to air, soil, or surface water which could threaten human health or the <br /> environment. Immediately address all leaks and staining, and manage all waste according to Title 22 <br /> hazardous waste regulations.
