All facility communications or alarm systems, fire protection equipment, spill control equipment, and <br /> decontamination equipment, where required, shall be tested and maintained as necessary to assure its proper <br /> operation in time of emergency. Immediately begin this practice. Clean out the spilled oil from the secondary <br /> containment spill control equipment for the orange oil tank. This is a Class II violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> The 55 gallon drum of contaminated absorbent in the hazardous waste storage area was left open. A cut open poly <br /> drum had some oil left in it. This container should not be left open. All hazardous waste containers shall be closed at all <br /> times except when adding or removing waste. Immediately close these containers and ensure all hazardous waste <br /> containers are closed when not adding or removing waste. This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or tanks of hazardous waste. <br /> In the hazardous waste storage area, a 55 gallon drum of paint waste was not labeled. Miguel Ruvalcaba (Maintenance <br /> Manager)confirmed that Safety Kleen disposes of this hazardous waste. The western 55 gallon drum of hazardous <br /> waste oil lacked a legible business name, business address, and accumulation start date. The eastern 55 gallon drum <br /> of hazardous waste oil lacked a legible accumulation start date. The 55 gallon drum of hazardous waste coolant lacked <br /> a legible business name, business address, physical state, hazardous property, and an accumulation start date. A 5 <br /> gallon container of hazardous waste oil was only labeled as used oil and lacked all other required label information. The <br /> 55 gallon drum of hazardous waste absorbent lacked an accumulation start date. All hazardous waste containers shall <br /> be marked with the following information: <br /> -the words "Hazardous Waste" <br /> -name and address of generator <br /> -hazardous properties <br /> - physical state <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br /> information. This is a Class II violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> The 55 gallon drum of drained used oil filters was left open and lacked an accumulation start date. Used oil filters shall <br /> be drained of free-flowing oil, stored in a closed, rainproof container, labeled as"drained used oil filters,"and marked <br /> with an accumulation start date. Immediately close the drum of drained used oil filters, add an accumulation start date, <br /> and ensure that all used oil filters are managed in this way. This is a Class II violation. <br /> 703 CCR 66273.33(a) Failed to store UW batteries in a manner that prevents breakage and release to the environment. <br /> In the hazardous waste storage area is a box of universal waste batteries that was left open. Universal waste batteries <br /> shall managed in a way that prevents releases of any universal waste to the environment. Immediately place these <br /> batteries in a structurally sound container that is compatible with the battery and its contents.
