Based on <br /> the return to compliance certification received on 11-10-2011 metal fines"metal shavings, sweep metal residue"will be <br /> handled as hazardous waste. Facilities shall be maintained and operated to minimize the possibility of a fire, <br /> explosion, or release of hazardous waste to air, soil, or surface water which could threaten human health or the <br /> environment. Immediately containerize all metal fines, and manage according to Title 22 hazardous waste regulations. <br /> Submit a statement and supporting documentation explaining how this waste was managed. <br /> This is a minor violation. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> Oily liquid and oily debris were noted inside the secondary containment of the main hazardous waste storage area, <br /> below the waste oil tank, and inside the secondary containment of the containment tub where clean absorbent was <br /> being stored. All facility communications or alarm systems, fire protection equipment, spill control equipment, and <br /> decontamination equipment, where required, shall be tested and maintained as necessary to assure its proper <br /> operation in time of emergency. Immediately begin this practice. Submit proof of correction to the EHD. <br /> This is a minor violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> 1) Metal fines were stored in an open container labeled as"waste metal shavings/fines"located inside the repair <br /> shop. Based on the return to compliance certification received on 11-10-2011 metal fines "metal shavings, sweep <br /> metal residue"will be handled as hazardous waste. <br /> 2) Several pouring funnels, attached to several 55-gallon containers, located in the hazardous waste storage area, <br /> were not latched at the time of inspection. This was corrected at the time of inspection. <br /> All hazardous waste containers shall be closed at all times except when adding or removing waste. Immediately <br /> close these containers and ensure all hazardous waste containers are closed when not adding or removing waste. <br /> Submit proof of correction to the EHD. <br /> This is a minor violation. <br /> 406 CCR 66261.7(f) Contaminated container not marked with date emptied or managed within one year of being emptied. <br /> Twelve 55-gallon containers which previously held hazardous materials(like cleaning compounds and acids)were <br /> labeled"empty"but lacked the date they were emptied. Containers larger than five gallons that previously held a <br /> hazardous material shall be marked with the date they were emptied and managed within one year of being emptied. <br /> Immediately mark and manage all empty containers per this section.
