Copies of hazardous waste disposal records for the last three years were not found on site. During the inspection the hauler was able to fax over one disposal record for used oil dated 12/22/14. Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility and all receipts used in a consolidated manifesting procedure on site for three years and have them readily available for review. Immediately locate a copy of all manifests and receipts for the last three years, maintain them on site, and submit copies to the EHD. Bills of lading or manifests for the management of lead acid batteries for the last three years were not found on site. A copy of each bill of lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading or manifests for lead acid batteries for the last three years, maintain them on site, and submit copies to the EHD. Beginning January 1, 2013, all businesses are required to submit all new(or any changes to existing) hazardous waste information online to the CERS at hftp://cers.calepa.ca.gov. Metal fines from the metal grinder were observed on the ground in the shop and on and around equipment. The metals on the ground were located next to the large, open, roll up door leading outside. No precautions were observed in place to prevent the metals from blowing and being swept outside. The facility's response to the 2012 hazardous waste generator inspection stated that the facility would be handling all metal fines as hazardous waste. Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to air, soil, or surface water which could threaten human health or the environment Immediately clean all hazardous metal fines from off the ground and equipment, and manage according to Title 22 hazardous waste regulations.
