VIII. OBSERVATIONS: <br /> Dave Dinius,Ken Villani,Eric Tre e ,and I be n our' section of Do aco at approximately 10:00 <br /> am. We leel ` "r�� tour of the facility. No <br /> Health & Safety employee training records were to be found. Mr. Dinius informed me that they are <br /> currently working on this area and will be setting up the training soon. All other pertinent records <br /> were available and in order. It should be oted, however, that the biennial report for Dopaco was <br /> recently completed and awaiting should <br /> the state. Dopaco's business/contingency plan is also <br /> in the process of being revised. <br /> After reviewing the records, the four of us walked through the printing and thermoformer area. In <br /> the printing areas there were many 5 gallon collection buckets for printer draining and cleaning. <br /> 4MR Room wher we were able to watch an employee pouring liquid waste <br /> from 5 gallon buckets through a screen into a 55 gallo rum This drum held liquidwaste and next <br /> to it was another 55 gallon drum for the solid waste�i e scree Neither drumsw*9 abelled. <br /> There was spillage of inkAvaste liquid on the floor. The employee in this room wore no protective <br /> equipment (i.e., gloves, goggles, etc.). <br /> Finally we went to the outdoor storage area where there were approximately 200 (55 gallon) drums <br /> of hazardous waste ink and waste oil. They were stored neatly in a bermed area. There had been two <br /> episodes of drums being hit by trucks which had not been properly stored. Dopaco has a documented <br /> spill of this nature that happened in March of 1990. Mr. Dinius informed me they are working on <br /> a plan f`- ` �`sforage area for their hazardous waste. <br /> X. DISCUSSION WITH MANAGEMENT: <br /> Eric Trevena and I discussed generator compliance needs with Mr. Dinius and Mr. Villani at length. <br /> Mr. Dinius was aware of the deficiencies and stated they were trying very hard to catch up with <br /> wnarr compliance items. They are beginning work on a Employee Health and Safety Training Plan. <br /> Mr. Dinius explained that they plan to begin a-phto to reduce their waste stream. Mr. Dinius was not <br /> leasetc�see that some drums of waste were unlabelled and told me he would talk to all employees <br /> ttt# labelling. Management appeared to be concerned with abiding bgenerator <br /> MON <br /> regulations and were very accommodating with getting s of paperwork (i.e., State Bi-Annual <br /> report, MSDS Sheets, etc.) to our office. After discussing olatiorokgmhirgs with management, <br /> Eric Trevena and I concluded the inspection and left the site. <br /> 3 <br />
