STANDARD OPERATING PROCEDURE Procedure #: 020-0003 Title: Issue#: 8 ■ ■j Temp n jan Issue Date: 9/27/2011 Emergency Procedures: Supersedes Date: 8/5/2011 Spill Response 4.0 Responsibility 4.1 The General Manager(GM)is responsible for ensuring there is adequate planning,resources and general oversight for the administration of this procedure. 4.2 The Production Manager(PM)is responsible to the GM for: • Ensuring adequate equipment,supplies and materials are on hand to conduct this procedure. • Ensuring adequate supervision is maintained over this procedure to protect affected employees and the assets of the company. • Direct oversight in the execution of this procedure. 4.3 The EHS Coordinator is responsible to the PM for: • Serving as the Emergency Environmental Coordinator for the facility. • Providing assessment and evaluation of the emergency spill and determining a policy compliant response. • Coordinating activities and communication with corporate or contracted 24-hour responders. 4.4 The Human Resources Manager(HR)is responsible to the GM for: • Providing adequate procedures and training materials for the conduct of this procedure. • Maintaining training records relevant to this procedure. 4.5 The Production Superintendent and Supervisors are responsible to the PM for: • providing direct supervision over employees in the conduct of this procedure. • The Shift Supervisor responsible for the area of the spill is the Supervisor-In-Charge of the Incidental Spill Response Team. 4.6 The Maintenance Supervisor is responsible to the PM for • the maintenance of facilities and equipment needed or used in the conduct of this procedure. 4.7 The Supervisor-In-Charge, the Maintenance Crew on duty and employees local to the spill make up the Incidental Spill Response Team. 4.8 All employees are responsible to their immediate superior for demonstrating compliance with the elements of this procedure. 5.0 Safety 5.1 All safety rules,regulations and procedures will be observed while carrying out the activities associated with this procedure.
