MONITORING AND RESPONSE PLAN - IIB <br /> ARCO PRODUCTS COMPANY FACILYTY WITH <br /> SECONDARY CONTAINMENT OF UNDERGROUND PRODUCT TANKS WITH <br /> ELECTRONIC MONITORS AND SECONDARY CONTAINMENT OF PRODUCT LINES <br /> WITHOUT ELECTRONIC MONITORS <br /> ARCO Facility 4493 Address 205 N. Center St. <br /> Stockton, CA 95202 <br /> This plan is designed to meet the monitoring and response requirements of Section 2634, Article 3, and Section <br /> 2643(d)(1) and (3), Article 3, Title 23, CCR. <br /> 1. MONITORING EQUIPMENT <br /> Secondarily contained storage tanks are monitored by a continuous electronic leak detection system which <br /> consists of an alarm panel, sensors and associated electronics. Liquid sensors are installed in the annular space <br /> of each double wall tank. Whenever a sensor detects the presence of a liquid there is both a visual and audible <br /> alarm at the control panel. _ <br /> Automatic line leak detectors are installed on the secondarily contained pressurized product piping. The line <br /> leak detector will detect a loss of pressure in the product lines and restrict the flow of product. <br /> An annual tightness test will be performed on the product lines. <br /> 2. MAINTENANCE SCHEDULE OF MONITORING EQUIPMENT <br /> The continuous electronic leak detection system including line leak detectors will be inspected according to the <br /> manufacturer's instructions by an outside contractor once during each calendar year. <br /> 3. ROUTINE MONITORING PROCEDURE <br /> On a daily basis the facility operator shall: <br /> A. Inspect the control panel for visual and audible alarm signals to confirm that the unit is operating. <br /> B. Inspect island and tank fill areas for signs of spillage or petroleum sheen. <br /> C. Record the inspection observations on the Daily Visual Monitoring Log (Forth APPC-765: attached.) <br /> 4. RESPONSE PLAN <br /> OPERATOR RESPONSIBILITIES <br /> A. LEAK RECORDING AND REPORTING PROCEDURE <br />
