(c) Disposal of tank shall be accomplished in accordance with California Code Title 22 and 23. Tank shall be remove in its entirety. Only minimum cutting will be allowed. Clearance by the Government Fire Protection Branch prior to cut- ting or .welding of any tank, pipe, etc. , will be required. Compliance with NFPA 327 will be closly adhered to. All flammable vapors will be purged from tank by the use of cylinders of inert gases or placement of carbon dioxide in solid form prior to cutting and lifting of the tank. (d) Provide absolute measures to prevent product leakage into the pit, ground, etc. , from cutting of piping and valves. (e) Coordinate with the San Joaquin County Environmental Health Division, for the on-site inspection (at the moment of removal) of the tank. County inspector and testing laboratory representative must be present at the moment the tank is removed. (f) Comply with all directives of the County inspector, for the detection of evidence of soil contamination as defined in Article 4, Section 2648 v; of the California Administrative Code, Title 23, Chapter 3, Subchapter 16. (g) Meet all requirements of Article 7, Section 2672 and Article 4, Section 2645 of the California Administrative Code, Title 23, Chapter 3, Subchapter 16, for the sampling and testing of contaminated soil. The aid of testing labora- tories in obtaining soil samples and test for soil chemical contents shall be employed. Testing of soil samples- shall be performed by State of California certified soil testing laboratories. Listing of certified testing laboratories may be obtained by the contractor from the San Joaquin Local County Health District. All test results must be forwarded to Defense Depot Tracy, Tracy, California Environmental office and the San Joaquin Local Health District immeadiately upon completion. Attachment 2 depicts the number of soil samples to be obtained for testing and the soil chemical contents to be determined. All soil testing including the exact number of samples required at site, must meet the requirements of Article 7, Section 2672, paragraph d.l. , and shall be determined by the Contractor. Attachment 3 depicts where soil samples are to be obtained (the exact number and locations of all samples are to be determined by the contractor) . (h) Provide tarpaulin cover for all open tank's pit. The Contractor is responsible in determining the weather forecast prior to excavation work. (i) Backfill operations will begin immeadiately upon obtaining soil samples unless otherwise directed by the contracting officer. Quality and quantities of backfill are defined in the contractual-scope of work. (j ) Contractor shall submit to San Joaquin Local Health District in writting how items listed on current closure plan will be addressed and suggested laboratory analyses to be performed. (k) Contractor shall secure permit with San Joaquin Local Health District and provide, at a minimum, 48-hours advance notice of requested inspection.
