(c) Disposal of tank shall be accomplished in accordance with California <br /> Code Title 22 and 23. Tank shall be remove in its entirety. Only minimum cutting <br /> will be allowed. Clearance by the Government Fire Protection Branch prior to cut- <br /> ting or .welding of any tank, pipe, etc. , will be required. Compliance with NFPA <br /> 327 will be closly adhered to. All flammable vapors will be purged from tank by <br /> the use of cylinders of inert gases or placement of carbon dioxide in solid form <br /> prior to cutting and lifting of the tank. <br /> (d) Provide absolute measures to prevent product leakage into the pit, <br /> ground, etc. , from cutting of piping and valves. <br /> (e) Coordinate with the San Joaquin County Environmental Health Division, for <br /> the on-site inspection (at the moment of removal) of the tank. County inspector <br /> and testing laboratory representative must be present at the moment the tank is <br /> removed. <br /> (f) Comply with all directives of the County inspector, for the detection of <br /> evidence of soil contamination as defined in Article 4, Section 2648 v; of the <br /> California Administrative Code, Title 23, Chapter 3, Subchapter 16. <br /> (g) Meet all requirements of Article 7, Section 2672 and Article 4, Section <br /> 2645 of the California Administrative Code, Title 23, Chapter 3, Subchapter 16, <br /> for the sampling and testing of contaminated soil. The aid of testing labora- <br /> tories in obtaining soil samples and test for soil chemical contents shall be <br /> employed. Testing of soil samples- shall be performed by State of California <br /> certified soil testing laboratories. Listing of certified testing laboratories <br /> may be obtained by the contractor from the San Joaquin Local County Health <br /> District. All test results must be forwarded to Defense Depot Tracy, Tracy, <br /> California Environmental office and the San Joaquin Local Health District <br /> immeadiately upon completion. Attachment 2 depicts the number of soil samples <br /> to be obtained for testing and the soil chemical contents to be determined. <br /> All soil testing including the exact number of samples required at site, must <br /> meet the requirements of Article 7, Section 2672, paragraph d.l. , and shall be <br /> determined by the Contractor. Attachment 3 depicts where soil samples are to <br /> be obtained (the exact number and locations of all samples are to be determined <br /> by the contractor) . <br /> (h) Provide tarpaulin cover for all open tank's pit. The Contractor is <br /> responsible in determining the weather forecast prior to excavation work. <br /> (i) Backfill operations will begin immeadiately upon obtaining soil samples <br /> unless otherwise directed by the contracting officer. Quality and quantities <br /> of backfill are defined in the contractual-scope of work. <br /> (j ) Contractor shall submit to San Joaquin Local Health District in writting <br /> how items listed on current closure plan will be addressed and suggested laboratory <br /> analyses to be performed. <br /> (k) Contractor shall secure permit with San Joaquin Local Health District <br /> and provide, at a minimum, 48-hours advance notice of requested inspection. <br />
