Industrial Hygiene - Gases, Vapors, Fumes, Dusts, and Mists - 29 CFR
1926.55
OSHA has permissible exposure limits (PELs) for chemical (airborne) contaminants. A PEL is
a concentration which is not to be exceeded. To determine if a worker is being exposed
above the PEL the exposure should be evaluated by a competent industrial hygienist or other
technically qualified person. Protective measures must be implemented to prevent worker
overexposure. See also Ventilation requirements 1926.57.
H. Personal Protective Equipment- 29 CFR 1926.28 and 29 CFR 1926.95
The primary method of worker protection is engineering controls. An example of an
engineering control would be a ventilation system which would remove air contaminants from
a work area. The second preferred method of worker protection is administrative controls. An
example of an administrative control would be a procedure describing a method for conducting
an operation. The third method of protection is the use of personal protective equipment
(PPE).
Often, engineering control and administrative controls are not completely satisfactory in
protecting a worker. When this is the case, the use of PPE in conjunction with the other
controls is necessary.
Protective equipment should be of such design, fit and durability as to provide adequate
protection against the hazards for which it is designed. It should be reasonably comfortable
and should not unduly encumber the employee's movements necessary to perform his work.
Protective equipment to be used is based on the hazard or potential hazard. For example, if
there is an overhead hazard, then a hard hat would be required. If there are flying particles
as from a grinding operation, then eye protection would be required.
The PPE program should describe the operation where protective equipment is required and
specifically what PPE is to be used.
The following items are typically part of a PPE Program. Respiratory and Hearing Protection
will be addressed separately.
• head protection 29 CFR 1926.100
4
