SMITH , DIRECTOR, HEALTH CARE SERVICES <br /> SUBJECT: REQUEST FOR FEE WAIVER OF UNDERGROUND STORAGE <br /> TANK PROGRAM <br /> Earlier this week, I spoke briefly with Brian Nessler <br /> regarding a constituent issue he had been pursuing with Supervi- <br /> sor Sousa and our Environmental Health staff . The issue related <br /> to a request for fee waiver of your Board' s previously estab- <br /> lished Underground Storage Tank Program. The amount in question <br /> was $600 representing four years of delinquent fees . Mr. Nessler <br /> felt that since the constituents had agreed to pay the State <br /> Surcharge of $56 and Tank Closure Fee of $90 and remove the tank, <br /> consideration of fee waiver would be appropriate. Mr. Nessler <br /> also indicated that we might consider fee waiver as an incentive <br /> to future tank removals . <br /> My initial response was that we must 1 ) be certain of both <br /> Departmental and County policy consistency in approaching all <br /> such requests ; 2 ) assess the financial implications since the <br /> program by Board policy is fee supported , and ; 3 ) assess the real <br /> and/or potential impact on other constituents who may have <br /> already paid such fees and what liability this might represent <br /> for the County. <br /> I spoke with Mr. Ron Valinnoti , Environmental Health Direc- <br /> tor, and asked him to provide additional background information. <br /> Mr. Valinnoti indicated that the current itemized statement of <br /> the past due Environmental Health Permit Fees owed by the con- <br /> stituent was as follows: <br /> Post Office Box 1020 / Stockton / California 95201 / 209 468-6000 <br />
