t• 95-11-01 <br /> ' On 14 May 1995, the pavement and soils overlying the UST and fill pipes associated <br /> with the UST was removed and the top of the UST was exposed by Banks & Co. All <br /> product piping was purged with nitrogen and water prior to disconnecting the piping from <br /> the UST ports. Following the removal of the fill pipes, residual contents were noted in the <br /> USTs prior to rinsing. <br /> On 15 May 1995, this product was siphoned into a vacuum truck prior to rinsing the <br /> ' UST and the UST was triple rinsed using a pressure washer. Approximately, 400-gallons <br /> of waste oil product/diesel/gasoline/ rinseate, generated during rinsing, was siphoned into a <br /> vacuum truck and manifested to Petroleum Recycling Corporation (PRC) in Patterson, <br /> ' California for recycling. Reportedly, an additional 90 to 100-gallons of this mixture was <br /> manifested, and transported for recycling by San Joaquin Delta College. A copy of the <br /> ' uniform hazardous waste manifest, indicating the volume of material transported by PRC <br /> and showing signatory acceptance by this facility is attached to this report. <br /> On 16 May 1995, the appropriate amount of dry ice was placed into the UST; the <br /> ' Lower Explosive Limit (LEL) and oxygen content were monitored. When acceptable levels <br /> for LEL and oxygen were reached, each of the USTs were removed. Tank Nos. 1 and 2, <br /> The UST was observed to have had four small holes and was moderately pitted when <br /> ' removed; some exterior oil product was noted on the side of the UST. <br /> T-1 measured nine by six feet and had an approximate volumetric capacity of <br /> 2,000-gallons; T-2 and T-3, each measured 12 by four (4) feet and had an approximate <br /> volumetric capacity of 1,000-gallons; T-4 measured six (6) feet by (4) feet and had an <br /> approximate volumetric capacity of 500-gallons;Tank Nos. 1,2,3&4 were designated 39-1219- <br /> 01,39-1219-02,39-1219-03, and 39-1219-08, respectively,and were marked accordingly prior <br /> ' to transport to West Coast Equipment in Turlock, California. <br /> Upon inspection of the four tanks, the following observations were made: <br /> ' o T-1; Fair Condition, Rusted, One 1-inch Diameter Hole <br /> o T-2; Fair Condition, Rusted, One 1/2-inch Diameter Hole <br /> ' o T-3; Good Condition, Rusted, No holes <br /> ' o T-4; Fair Condition, Rusted, No Visible Holes <br /> ' During removal of the USTs and the underlying concrete support structures, all of <br /> the excavated soils were temporarily stockpiled onsite. Two separate stockpiles, designated <br /> SP-1, containing approximately 75 cubic yards and SP-2, containing approximately 125 cubic <br /> ' yards.
