H —
I PHASE 1 ENVIRONMENTAL SITE ASSESSMENT
4101 S. Airport Way, Stockton, CA
August 2009, Page 8 of 15
4.7 Database Review
We attempted to obtain Sanborn maps for the subject property, but none were found for the
target property as indicated in the EDR Sanborn Map Report(Ref. 6; Appendix Q.The
EDR database report had no entries for the subject property.
4.8 Liens, Deed Restrictions, and Environmental Compliance Activities
A representative of the property owner(Ref. 5) stated that they were not aware of any liens
on the subject property or deed restrictions related to environmental issues. They also
stated that there have not been any dealings with the City of Stockton or the California
Regional Water Pollution Control Board regarding any contamination at the property.
4.9 Other Issues
During the site inspection, floor drains were observed in the main building(photo 8,
Appendix A). According to the facility manager(Ref. 5) and confirmed by viewing
original site drawings, the floor drains are connected to the septic system and were
installed when the building was constructed in the 1950s. Floor drains were observed in
the former shop area, boiler room, restrooms, and training rooms.
Information obtained during the Phase I screening interview indicated that an asbestos
survey of the facility was completed by ATC Associates, Inc. in August 2007. According
to the facility manager,a small amount of friable asbestos was then removed. Any
remaining asbestos containing materials were determined to be in good condition and were
still in place at the time of the Phase 1 reconnaissance(photo 13,Appendix A). According
to the asbestos survey report, the estimated cost to abate the remaining asbestos is
approximately$70,000. A copy of the report is provided in Appendix D.
A stormwater detention pond is located near the northern property boundary, between the
facility parking area to the south, Industrial Drive to the north, and facility access roads to
the east and west(photo 12,Appendix A). The pond is believed to have been built between
1970 and 1982. During the site reconnaissance, the pond was dry and devoid of vegetation.
The vegetation was recently treated using Vegetation Manager SFM 75,a broadleaf weed
and grass controller.A copy of the specimen label is provided in Appendix E. The active
ingredient in this product is sulfometuron methyl. Although the present weed control
activities are not considered to be a recognized environmental condition, previous
applications of now banned substances could have occurred at this location prior to the use
of SFM 75.
