H — I PHASE 1 ENVIRONMENTAL SITE ASSESSMENT
4101 S. Airport Way, Stockton, CA
August 2009, Page 9 of 15
5.0 OFF-SITE INFORMATION
5.1 Land Use and Observations
As observed during the site inspection on May 2,2009,adjacent land use was as follows:
• North. Developed industrial property north of Industrial Drive
(Com Products Co. and Applied Aerospace Structures Corp).
• East. Developed warehouse space east of South Airport Way
(4114 S.Airport Way and Dana Corp).
• South. Developed PVC pipe manufacturer and electronics recycler
(J.M.Eagle Corp.and Huffco Manufacturing).
• West. A chemical manufacturer(Sierra Chemical Co.).
5.2 Aerial Photograph Review
As discussed in Section 4.6,a series of historical aerial photographs was reviewed for
evidence of potential sources of contamination that could have an adverse impact on the
subject property. The photos were taken in 1957, 1963, 1970, 1982, 1993, 1998,2002 and
2005,and copies are provided in Appendix B.They generally show that development
occurred around the subject property during the entire period of record.
The 1957 photo depicts North Little John Creek located approximately 100 feet north of
the facility, but Industrial Drive does not yet appear to have been constructed. South
Airport Way was a two lane road.Little development is noted in the area and agriculture
appears to have dominated the 1957 landscape.A probable residence with outbuildings
was located southeast of the subject property, east of Airport Way. A large factory,
currently housing J.M. Eagle,a manufacturer of PVC pipe, appears to have been operating
approximately 1/4 mile south of the site in 1957. The photograph does not show specific
evidence of waste burial, tanks, dumping, landfilling,or other discrete potential sources of
contamination on surrounding properties.
The 1963 photo clearly shows a building had been constructed south the subject property
in an area that apparently contained farm outbuildings. This building appears in all photos
to the present day, and it is likely the structure presently houses Huffco Manufacturing,an
electronics recycler. Industrial Drive is clearly depicted in this photo and was likely
constructed between 1957 and 1963. A portion of an airport runway is located on the lower
right side of the photo. The photograph does not show specific evidence of waste burial,
tanks, dumping, landfilling,or other discrete potential sources of contamination on
surrounding properties.
