I requested to see their contingency plan. LMT has a contingency plan, however, Mr. Beitz stated <br /> they were currently updating it in conjunction with their business plan. When Mr. Hunt and I <br /> inquired about the employee hazardous materials training program, Mr Beitz stated the training <br /> program had not been formally implemented although LMT holds monthly safety meetings. <br /> Bob Lind,Hazardous Materials Manager,came into Mr. Beitz's office. Mr. Lind was introduced and <br /> was asked by Mr. Beitz to give us a tour of the facility. <br /> Mr. Hunt, Mr. Lind and I exited the office building and proceeded across the street to the welding <br /> shop. Mr. Lind escorted us through the welding shop and to the conveyorized paint operation. <br /> Next, Mr. Lind, Mr. Hunt and I saw the storage area for new and waste oil. There was waste oil <br /> spillage on the cement floor. One fifty-five (55) gallon drum was unlabeled. Mr. HuntMnd I <br /> discussed the proper handling of waste oil with Mr. Lind. <br /> Mr. Lind escorted us to the paint sludge storage area where I saw approximately sixty drums (55 <br /> gallon drums) of paint sludge without proper hazardous waste labels. <br /> Finally,Mr. Lind,Mr.Hunt and I visited the area where metal supports for portable school buildings <br /> are painted. This process uses 1,1,1,Trichloroethane solvent based paint. The 1,1,1,Trichloroethane <br /> is used as paint thinner and to clean paint spray equipment. <br /> IX. DISCUSSION WITH MANAGEMENT: <br /> Mr. Lind, Mr. Hunt and I crossed Kelly Street and entered the office. We were joined by Steve <br /> Schnable,a designated hazardous materials person. Mr. Hunt and I discussed the proper labeling of <br /> the paint sludge and waste oil. Mr. Hunt and I recommended Mr. Lind clean up the oil spillage in <br /> the waste oil storage area. I informed Mr. Lind that a copy of the inspection would be mailed to <br /> LMT on South Kelly Street. At this time Mr. Hunt and I departed. <br /> On December 3, 1990 <br /> 1 received a copy of the results from the Bio Assay for a sludge sample. The testing laboratory was <br /> MEC Analytical Systems, Inc. Bio Assay Division,98 Main Street, Suite 428, Tiburon, CA. 94920. <br /> This report contains the results of a sludge sample. The sample location and transportation method <br /> are not specified. The sample results were submitted as LMT's Way of self classifying under Article <br /> 11. <br /> On January 28, 1991 <br /> I phoned Mr. Dalton Beitz and requested clarification on the amount of hazardous waste generated. <br /> In addition, I spoke to Mr. Beitz about the employee training. I requested information on the <br /> disposal of paint sludge. Mr. Beitz stated the paint sludge is being taken to Harney Land Landfill. <br /> 4 <br />
