J'im Walsh <br /> ay <br /> ay 6, 1988 <br /> age 2 <br /> It was the original intention of Stockton Scavenger and EMCON to <br /> discontinue discharging storm water to a collection pond. Instead, <br /> EMCON proposed to discharge the storm water to the city storm water <br /> collection system. In the course of ongoing conversations with the <br /> Stockton Public Works Department, EMCON has learned that the storm <br /> water system in the area is not large enough to accommodate the flow <br /> of storm water from the industries in the area, including Stockton <br /> Scavenger. If storm water were to be discharged from Stockton <br /> Scavenger to the city storm water collection system, substantial <br /> modifications would first have to be made to the system by Stockton <br /> Scavenger. However, the Stockton Public Works Department is not <br /> asking Stockton Scavenger to modify its present method of handling <br /> storm water. EMCON believes that given the information provided to us <br /> at this time, the least expensive option is to install an oil/water <br /> separator upstream of the pond. This should prevent (1) adding oil <br /> contamination to the pond, and (2) recontaminating the pond once it <br /> has been cleaned up. <br /> We understand that the Stockton Public Works Department requires <br /> submittal of a formal design of the oil/water separator and associated <br /> (piping modifications before their installation. The same information <br /> will also be submitted to Alan Biederman and David Carls. <br /> We would like to discuss various alternatives for the oil/water <br /> separator at your earliest convenience.
