Transporting waste tires without holding a valid Waste Tire Hauler Registration, <br />in violation of Public Resources Code section 42954; <br />n. Failing to cavy a waste and used tire hauler registration in the vehicle and failed to <br />permanently affix a waste and used tire hauler decal to the lower right hand corner of the vehicle <br />windshield, in violation of Public Resources Code section 42956(a); <br />o. Failing to complete, retain and submit California Uniform Waste and Used Tire <br />Manifests to the Board on a quarterly schedule, in violation of Public Resources Code section <br />42961.5; <br />p. Engaging in the transportation of waste or used tires without a valid waste and used <br />tire hauler registration, in violation of Public Resource Code section 42951; <br />q. Failing to retain copies of completed Manifest Forms for waste fire generator and <br />end-use facility for three (3) yearsatall business locations, in violation of California Code -of <br />Regulations, title 14 section 18459.3(a); <br />r. Failing to retain copies of completed Manifest Forms for waste tire hauler for three <br />(3) years at all business locations, in violation of California Code of Regulations, title 14 section <br />18459.3(b). <br />7. Defendant shall pay Plaintiff the sum of THIRTY THOUSAND DOLLARS ($30,000.00), <br />as and for Hazardous Material Management Program civil penalties, pursuant to Health & Safety <br />Code sections 25514 and 25515.2. Said payments shall be made paw and delivered to the San <br />Joaquin County Office of the District Attorney, Environmental Prosecutions Unit as follows: <br />$10,000.00 made payable to the SAN JOAQUIN COUNTY ENVIRONMENTAL HEALTH <br />DEPARTMENT - ENVIRONMENTAL HEALTH DIVISION TRUST, on or before FEBRUARY 1, <br />2014; <br />$10,000.00 made payable to the SAN JOAQUIN COUNTY OFFICE OF THE DISTRICT <br />ATTORNEY, on or before FEBRUARY 1, 2015; <br />PERMANENT INJUNCTION AND FINAL JUDGMENT PURSUANT TO STIPULATION <br />
