Inspection Report <br /> ARP Enterprises <br /> Page 4 <br /> be coming out. I asked Mr. Arp to describe the <br /> company' s manufacturing process. Mr. Arp explained to <br /> me that the company weaves chain link fabric. He <br /> further explained that the company receives pre cut <br /> slat inserts which his company paints prior to <br /> inserting them into the chain link fabric. He said <br /> that the slats are all painted red so that they all <br /> look the same and he has a uniform product. I asked <br /> Mr. Arp if he had copies of the MSDS sheets for the <br /> materials used in painting the slats. He allowed me to <br /> look at 'the sheets, but explained that he had given <br /> copies to Mr. Favilla and he did not have a copy <br /> machine to make a copy for me. I later contacted <br /> Mr. Favilla who telefaxed copies to me (See Attachmant <br /> A) . For a description of the various waste streams see <br /> item number VI of this report. <br /> We then went to the warehouse to look at the painting <br /> process and the storage ,tank. Mr. Arp showed me the <br /> painting machine and explained that the inserts are <br /> passed, through the paint reservoir at high speeds and <br /> then laid on a roller belt where they dry and are <br /> stacked. We then walked around to the side of the <br /> building where the uncovered tank is located. The tank <br /> is located in an excavated hole, which is approximately <br /> four feet below the natural grade (See Attachment B) . <br /> The uncovered tank measures 16 feet long X 4 feet wide <br /> X 5 feet deep (Measurements obtained from SJCHD <br /> Activity Action) . At the time of my inspection the top <br /> of the tank was covered with wooden pallets. <br /> I observed a pipe protruding from the side of the <br /> building. The soil underneath the pipe had a reddish <br /> color and was eroded. It appeared that the paint/water <br /> mixture was discharged from this pipe and then ran <br /> along an eroded trench to the uncovered tank. I lifted <br /> one of the pallets covering the tank and observed a <br /> reddish colored liquid (this liquid was within six <br /> inches of the top of the tank) , similar to the material <br /> seen covering the eroded trench. There also was <br /> reddish discolored soil surrounding the tank I asked <br /> Mr. Arp if the tank had ever been cleaned out or liquid <br /> removed. He said that the tank has never gotten full. <br /> I then asked him if during the rainy season he ever has <br /> a problem with runoff water filling up the tank. He <br /> then said that we haven't had any really wet years in <br /> the past few years. I pointed out to him that we did <br /> have a really wet year three years ago and again asked <br /> him if there was ever a problem with rainwater runoff. <br /> He said that Mr. Sullivan, the owner of the property <br /> inspects the tank frequently to make sure it wasn't <br /> making a mess and that they have never had a problem <br /> with the tank. overflowing. <br />
