Owner/Operator <br /> This company is a corporation owned and operated by Mr. <br /> Arp. The property on which the business operates is <br /> leased from Morton Sullivan (P.O. Box 457, Jackson, CA <br /> 95642 , Phone (209) 223-1676) . <br /> IV. Background <br /> On September 9 , 1988, DHS received a complaint from the <br /> San Joaquin Local Health Distict (SJLHD) alleging that <br /> Arp was disposing of paint and liquid waste to a 29 , 000 <br /> gallon tank located on the property. This complaint <br /> was originally received by the SJLHD from Fire Warden <br /> Brook Cunningham. <br /> V. General Description of the Facility <br /> This facility assembles chain link fence fabric with <br /> wooden inserts, and has been operating at this location <br /> for approximately five years. <br /> VI. Hazardous Waste Activity Description <br /> Mr. Arp explained to me that the facility weaves chain <br /> link fence fabric, paints wooden inserts and then . <br /> inserts the wooden inserts into the fence fabric. <br /> Mr. Arp explained that the wood is painted because when <br /> the wooden slats arrive they are various colors. In <br /> order to obtain a uniform product the inserts are <br /> painted with , a red stain. This painting operation <br /> occurs twice a week. At the end of these paint days, <br />
