Main Street, Manteca, CA 95337 SR0076222 <br /> • A valid, current certificate of training from the manufacturer(s) of the component(s) being tested, <br /> repaired, or serviced, additionally, <br /> • Each person installing or testing any component must hold a certificate of training from the <br /> manufacturer of that component. <br /> 5. All primary containment including any integral secondary containment system must be certified by an <br /> independent testing organization and labeled as required by the organization(Title 23 Chapter 16,2631(b); <br /> (UL, ULC, ANSI, API, ASTM, etc. See Title 23 Chapter 16 Table B for complete list.) Pursuant to <br /> Underwriters Laboratories Inc (UL) listing requirements, only those products bearing the UL mark will be <br /> considered listed. ANY PART/PRODUCT NOT MARKED WITH THE UL LABEL OR ANOTHER LISTED <br /> TESTING ORGANIZATION WILL BE REJECTED. All secondary containment system which is not an <br /> integral part of the primary containment shall be designed and constructed according to an engineering <br /> specification approved by a state registered professional engineer or according to a nationally recognized <br /> industry code or engineering standard (Title 23 Chapter 16, 2631(d)). <br /> 6. Contact Cesar Ruvalcaba (ICC inspector) at (209) 953-6213 for the following inspections. See the <br /> permit inspection checklist more information. All appointments must be scheduled 48 hours in <br /> advance. <br /> ❑ Inspection of tank vacuum gauge or inspection for brine leaks prior to tank placement in excavation. <br /> All tank's pre-installation tests shall be performed according to tank's manufacturer instructions. <br /> ❑ Verification of tank set, anchorage, appropriate backfill, and appropriate corrosion protection of tank <br /> anchors (turnbuckles, eye bolts, etc.). Corrosion protection is required on all exposed metal prior to <br /> backfill. <br /> ❑ Test of the primary UST(s) containment according to manufacturer's specifications <br /> ❑ Primary piping soap test of all piping and penetrations (product and vent): One-hour pneumatic <br /> pressure test at 110% of operating pressure, or 40 psi, whichever is greater. <br /> ❑ Secondary piping slope (at 1/8 foot per foot or greater) to a containment sump with an audible/visual <br /> alarm. <br /> ❑ Secondary piping soap test of all piping and penetrations (product and vent): One-hour pressure test <br /> at the manufacturer's recommended specification. <br /> ❑ Verification of pipe setbacks and burial depth according to the manufacturer's installation instructions. <br /> Verification of appropriate backfill. <br /> ❑ Integrity testing of all sumps per the manufacturer's installation instructions prior to backfill, and brine <br /> type verification and brine addition prior to backfill. <br /> ❑ Verification of leak monitoring communication for all installed vacuum, pressure, or hydrostatic(VPH) <br /> components including piping, sumps and UDCs. <br /> ❑ Verification of the dispenser footprints contained by the under dispenser containment sumps(UDCs), <br /> any potential leaks from dispenser piping and fuel filters must drain into UDCs. <br /> ❑ Enhanced Leak Detection (ELD) testing (after facility is in operating condition): appropriate test <br /> notification and test method disclosure <br /> ❑ VPH components installation verification (lockable lids, shroud boots, band clamps, gaskets, etc.) <br /> ❑ Overfill prevention verification prior to first fuel delivery: Measurement of drop tubes to verify 95%tank <br /> volume shut off and/or verification that external audible/visual alarm activates when tank is 90% full. <br /> An accurate drop tube and tank level gauge calculation must be provided to the EHD prior to <br /> scheduling an overfill prevention verification inspection. Overfill prevention calculations submitted <br /> during the permit approval process were inaccurate and did not follow manufacturer procedures. <br /> ❑ Spill bucket test prior to first fuel delivery: Verify minimum 5-gallon capacity and pass a one hour <br /> hydrostatic test(or equivalent). Proper drainage method must be verified. <br /> ❑ Monitoring system functionality prior to first fuel delivery: Functionality of the monitoring system must <br /> be verified to ensure it meets the requirements of Title 23 California Code of Regulations and the <br /> Health & Safety Code (functionality and communication of hydrostatic, vacuum, and liquid sensors in <br /> tanks, sumps and under dispenser containments (UDCs)). <br /> ❑ Leak detector test after first fuel delivery: Leak detector must be tested to confirm that the device can <br /> detect a leak of 3 gallons per hour at 10 psi. Leak detector monitored line volumes shall be appropriate <br /> for the make and model of the installed leak detectors, and shall be verified at the time of installation. <br /> 2 of <br />
