L 1.1 Project Location and Description <br /> Site Location/Address: State Route 26 at N.IV arket Street,Linden,California <br /> 6. <br /> 1.2 Background <br /> ` Comcast encountered a previously unknown and rground storage tank(UST)within the Caltrans right- <br /> of-way (ROW) during installation of a fiber ol tic line in October 2012. The line was directionally <br /> drilled through the top of the tank that was sul sequently exposed in Excavation 1. No evidence of <br /> 6. USTs or associated contaminated soil was encou tered in the directional drilling pit(Excavation 2). <br /> L <br /> The San Joaquin County Environmental Health 3epartment (SJCEHD) was notified and performed a <br /> site inspection.According to the SJCEHD Notict to Abate dated October 24, 2012,the inspector noted <br /> that the top of the tank was sheared off and tie UST contained fluid but did not note any odor. <br /> Comcast's Contractor confirmed that the fluid w is generated during the directional drilling operations. <br /> The Notice to Abate requires permitted removal or abandonment of the tank. <br /> 6. In September 2013, Geocon retained Advanced Geological Services (AGS) to perform a geophysical <br /> survey at the Site. AGS identified shallow metal at the UST location at Excavation 1 in addition to a <br /> buried metal anomaly and buried utilities. <br /> 1.3 Project Objectives <br /> The primary objective of the proposed scope of wirvices is to evaluate whether petroleum hydrocarbons, <br /> toxic metals or polychlorinated biphenyls(PCBs) xist in soil in the vicinity of the discovered UST. The <br /> soil investigative results will be used by Caltrans to determine if the tank should be removed (requiring <br /> fiber optic line relocation)or abandoned in-place. <br /> Removal of a UST, if present; soil samplinj will be performed to determine if there is any <br /> contamination in the area of the suspected UST art id investigate the limits of any contamination. <br /> 1.4 Planned Scope of Services <br /> • General, non-intrusive Survey <br /> • Soil Sampling—direct-push,hand-auger,bac oe <br /> L • Geophysical Survey <br /> • UST removal—excavation and trenching <br /> • Removal and disposal of contaminated soil(i encountered) <br /> 1.5 Schedule <br /> Anticipated Period of Performance: Septemb r/October 2014 <br /> Anticipated Weather/Temperature: warm to hot <br /> r <br /> Linden UST SI and Removal,Task Order No.34 Caroms Contract 06AI895,EFIS 10-1300-0181-0 <br /> Oeown Project No.59800-01-34 -2- October 2013,Revised September 2014 <br />
