2.0 ADMINISTRATIVE REQUIREMENTS/CONTROLS 2.1 Personnel Personnel responsible for project safety include I he Project Manager, the Site Safety Officer(SSO),the Consulting Certified Industrial Hygienist(CII-I), md participating project personnel. V 2.1.1 Project Manager The Project Manager has ultimate authority and responsibility for project Health and Safety. Accordingly, he/she has the responsibility to evelop the HSP (or assign its development); audit compliance with the provisions of this HSP; suspend project activities or modify service practices for health and safety reasons; and, to dismiss from i project site individuals whose onsite conduct either endangers the health and/or safety of others or is judged not to comply with the provisions of the HSP. The Project Manager is responsible for sharing/di stributing the HSP to participating field personnel and to an authorized representative of each project s ibcontractor. The Project Manager is also responsible Lfor implementing all provisions of the HSP and a iy applicable addenda. Implementation includes: • Reviewing the HSP requirements(if prepared by another project member); L. • Presenting an overview of the provisions oft a HSP with project participants; • Providing the safety equipment specified hen in; • Collecting and submitting the requisite health and safety documentation (training rosters/certificates, air monitoring records (exposure assessments); site personnel logs, medical approvals), and copying them to the SSO, if ppropriate; Note: Monitoring and exposure assessment records will be maintained in accordance with the provisions of T8 CCR§§5214—Inorganic Assentic, 1532—Cadmium, 1532.1 —Lead,and 1532.2— Chromium VI, which is representative of T2 Z metals and 3204 Access to Employee Exposure and Medical Records. • Desiguating/identifyi g a qualified project in mber as the SSO;and • Reporting all Plan amendments to the Consulting CIH. 2.1.2 Site Safety Officer 6. The designated SSO is responsible for assisting t ie Project Manager with onsite implementation of the HSP.The SSO's responsibilities include: L • Reviewing and approving the HSP; • Maintaining project safety equipment suppli ; L • Performing air monitoring, if and as specifiec herein (ref: T8 CCR T8 CCR§§5214 Inorganic Arsenic, 1532 Cadmium, 1532.1 Lead, and 1532.2 LChromium VI Exposure Assessment); • Directing decontamination procedures,as appropriate; L Linden UST S1 and Removal,Task Order No.34 Caltrans Contract 06AI895,EFTS 10-1300-0181-0 LGeocon Project No.59800-01-34 -3 - October 2013,Revised September 2014
