▪ Brine addition and verification for brine leaks in the interstitial space of all sumps and
UDC(s) prior to backfill. (Completed for UDCs, vent sump, and STP sumps)
El Verification of communication for all installed vacuum, pressure, or hydrostatic (VPH)
components
O Verification of the dispenser footprints contained by the under dispenser containment
sumps (UDCs) (Completed)
El Enhanced Leak Detection (ELD) testing (after facility is in operating condition):
appropriate test notification and test method disclosure
O VPH components verification (lockable lids, shroud boots, band clamps, gaskets,
etc.)
LI Overfill prevention verification: Measurement of drop tubes to verify 95% tank volume
shut off and/or verification that external audible/visual alarm activates when tank is
90% full.
o Spill bucket test: Verify minimum 5-gallon capacity and pass a one hour hydrostatic
test (or equivalent). Proper drainage method must be verified.
o Monitoring system functionality prior to fuel delivery: Functionality of the monitoring
system must be verified to ensure it meets the requirements of Title 23 California
Code of Regulations and the Health & Safety Code (functionality of brine and liquid
sensors in sumps and under dispenser containments (UDCs)). (Completed)
O Leak detector test: Leak detector must be tested to confirm that the device can
detect a leak of 3 gallons per hour at 10 psi. (Completed)
LI Verification of concrete thickness at the tanks for compliance with buoyancy
calculations.
O Fill sump integrity testing after repairs.
LI Visual inspection of the UDCs to verify construction is in a manner to prevent vapors
from entering the backfill.
LI Visual verification of adhesive removal from the 87 fill sump vacuum tube.
7 Verification of all fuel removal from 87 product, vent, and vapor recovery vacuum
monitored secondary piping; verification that primary piping is free of leaks.
O Monitoring system functionality: Functionality of the monitoring system must be
verified to ensure it meets the requirements of Title 23 California Code of
Regulations and the Health & Safety Code (functionality of vacuum and liquid "smart"
sensors).
Li Final inspection and demonstration of automatic shut-down, as applicable.
7. All USTs shall be anchored using deadmen as detailed in the permit application.
8. Install concrete of sufficient thickness according to the manufacturer's written installation
instructions.
9. Install all product and vent piping according to manufacturer's written installation
instructions; maintain all appropriate piping distances and installation depths.
10. All monitoring systems shall be listed in the State Water Resources Control Board's
Local Guidance Letter (LG) 113 letter.
Arco AM/PM, 1305 S. Escalon Ave., Escalon, CA 95209 SR0074800 3
