s y <br /> Titles II and III of the ADA make it clear that service animals are allowed in public facilities and <br /> accommodations. A service animal must be allowed to accompany the handler to any place in <br /> the building or facility where members of the public, program participants, customers, or clients <br /> are allowed. <br /> Our department feels that a service dog riding in a shopping cart, for instance, is not a proper <br /> location for the Clog. Based on the expected tasks that service animals perform, as outlined, it is <br /> unreasonable under any circumstances that a service dog would be in a shopping cart or <br /> behaving in a manner that is disruptive, unsafe, or creating a nuisance in any way.
