V <br /> CONESTO !A-ROVERS <br /> &ASSOCIATES <br /> March 24, 2015 Reference No. 080238 <br /> -3- <br /> Following completion of the above scope of work and receipt of all analytical results,CRA will prepare a <br /> Phase II Report describing the sampling activities, laboratory results, and conclusions, along with figures <br /> and tables summarizing the data. A draft copy will be provided to TUSD for review. Annotated <br /> comments will be incorporated into a final Phase II Report. <br /> 1.2 CEQA SUPPORT <br /> CRA understands that TUSD may wish to reuse the Site in the future for a maintenance building. <br /> Although other reuse options exist, including potentially turning the property back to its original owners, <br /> CRA has scoped out support under CEQA to fulfill TUSD's obligations to consider potential <br /> environmental impacts that could result from their reuse planning. Based on a preliminary review of the <br /> Site,,it appears that a mitigated negative declaration (MND)would likely cover TUSD's CEQA obligations <br /> as the potential for significant environmental impacts seems unlikely at this location. The Site is <br /> currently developed and surrounding land uses are agricultural without sensitive receptors. There do <br /> not appear to be wetlands or other critical habitats on the property. The only concern would be <br /> whether the buildings—that are nearing the 50-year age for potential inclusion on the National Register <br /> of Historic Places—would have an historic significance. The following scope of work assumes they <br /> would not and a MND would be appropriate: <br /> Data Collection and Coordination: CRA will coordinate a kick-off meeting with TUSD to collect relevant <br /> information and discuss the potential Site reuse. A list of data needs will be prepared prior to the <br /> kick-off meeting and CRA will prepare and distribute an agenda. Due to the potential historic nature of <br /> the buildings, information regarding the original design and construction will be critical for review. Any <br /> input that may have been received to date from residents in the area regarding the potential reuse of <br /> the Site(if available)would be useful. <br /> Afterward CRA will review the existing documents to identify potential project constraints, including the <br /> results of the Phase I work scoped in Section 1.1 of this proposal. CRA will use this information to <br /> determine whether additional site investigations might be needed, although at this time no others have <br /> been identified beyond the following: <br /> • Traffic study <br /> • Historic Structures <br /> Any additional investigations would constitute a change in scope. <br /> As noted above in addition to assessing the potential for historic structures,CRA will also complete a <br /> traffic analysis based on the expectations of the proposed reuse. CRA will visit the Site and contact <br /> County staff to obtain current data on traffic volumes and to obtain current plans, policies, and <br /> Worldwide Engineering,Environmental,Construction,and IT Services <br />
