These observations and data will be used to establish the existing transportation and traffic setting; no original data collection activities are included. CRA staff will confer with TUSD staff to approximate the number of daily or peak hour,or both,workers/visitors expected at the Site to prepare a preliminary assessment of daily or peak hour,or both,trip generation. The assessment will compare estimated current year vehicle trips (daily or peak hour, or both)to existing traffic volumes and result in an opinion about the potential vehicular traffic impacts of the project. Draft Initial Study and Mitigated Negative Declaration: The CRA team's expertise and knowledge of CEQA,the CEQA Guidelines,and standard CEQA procedures will enable us to prepare a high quality initial study(IS)/MND. We will prepare one administrative draft document for District review prior to public circulation of the Draft IS/MND.Topics that have been identified as potential concerns.during CRA's proposal preparation include the following: • Construction and demolition noise • Cultural Resources/Historic Structures • Water quality during construction/demolition as well as operations • Hazardous material, both historic and future maintenance use • Traffic The IS/MND will address all resource areas noted Appendix G of the CEQA guidelines. CRA will submit one electronic copy and one hard copy of the administrative draft IS/MND for review and comment. Prepare Draft Mitigation Monitoring and Reporting Program: Based on the results of the analysis from the IS and discussions with TUSD,CRA will develop a draft Mitigation Monitoring and Reporting Program (MMRP) describing any required changes or adopted mitigation to avoid significant environmental effects. The MMRP will define specific reporting and/or monitoring requirements to be enforced during project implementation prior to final approval of the proposed project; examples may include dust suppression during demolition and working hours for noise during construction. We will prepare one administrative draft document for review prior to public circulation of the Draft IS/MND. CRA will submit on electronic copy and one hard copy of the administrative draft IS/MND for review and comment. Public Release of IS/MND: CRA will develop an electronic copy of the Notice of Intent (N01)for TUSD to adopt the Draft MND/IS.The NOI should be circulated for public and agency review per the CEQA Guidelines. CRA assumes that TUSD will manage publication of the N01 and submittal of the IS/MND to the State Clearinghouse and to appropriate agencies and the public.
