' present in the Safety Kleen parts cleaning devices. Four of these devices, each containing 33 <br /> gallons of cleaning solvent, are used on site. A parts cleaner is shown in Photograph 2. <br /> ' At the Galles dealership, batteries removed from vehicles are stored outside the shop, in an <br /> uncontained asphalt-paved storage area, prior to being returned in trade to a local AC Delco <br /> ' parts dealer, I.B. Bendict. Batteries are considered hazardous waste in California, and the <br /> local regulations require contained storage of batteries. Such containment is not currently in <br /> place at the site. <br /> ' Soil samples were collected from borings drilled near the hazardous material storage areas. <br /> Results are reported elsewhere in this report. <br /> Polychlorinated Biphenyl Compgunds <br /> ' As noted above, a moderately sized transformer (Number T-7787) owned by Pacific Gas and <br /> Electric (PG&E) is located on the site (Photograph 6). The unit appeared to be in excellent <br /> condition, with no damage or rust evident. No stains were noted in the vicinity of this unit. <br /> ' Representatives of PG&E reported that it is unlikely that this transformer contains PCB <br /> compounds, because of its age (installed in 1987) and because approximately 90% of <br /> PG&E's transformers do not contain PCB compounds (Based on information from John <br /> ' Hobine of PG&E on April 17, 1995). <br /> No electrical equipment utilizing large capacitors was observed. Fluorescent lighting and the <br /> ' hydraulic lifts, which are used on site, are not likely to contain PCB compounds as the <br /> recorded dates of installation are with the last 8 years. <br /> Identifiable Drums or Containers <br /> ' Two containers of hazardous waste were observed stored on the asphalt-paved parking area <br /> near the building (Photograph 4). The containers were not located in a bermed area and <br /> ' were improperly labeled--the labels indicated no start accumulation date. Stormwater from <br /> the southwest corner of the service building roof was observed dripping onto the containers <br /> (Photograph 5). No unmarked containers were observed on the site. <br /> Environmental Permits <br /> The facility has been issued a Hazardous Waste Generator Identification Number by the U.S. <br /> Environmental Protection Agency. No other air emission, wastewater discharge, or solid <br /> waste handling permits are believed to,be required for this facility. <br /> California Law requires the preparation of a Hazardous Materials Business Plan by <br /> ' Privileged and Confidential Prepared at the Request of Counsel <br /> ' 12 <br />
