Box 390
( Merced, Calif. 95340 '
G
I A
, Dear Mr. Gomez,
Ion Monday, July 17 , 2006, your driver, Mr. Brian Davis was loading clear
; diesel into his truck # 4, trailer *401, at our Stockton facility, when a
; compartment in his semi, overflowed.
This occurred at about 8 : 00pm. The operator on shift, was nearby and
spotted the overflows, from the dome, and got Mr. Davis attention. Mr. Davis
was not standing by the meter, but on the driver' s side of the truck
talking with a drives in another lane . The overflow lasted for 15-20
seconds before the emergency shutdown was activated. We estimate about 200
gallons spilled out . !: Luckily, it was contained in our truck lane
containment and enclosed sump system.
After reviewingj the Bill of ladings, the compartment loading
J sequence, and the amounts loaded into the other compartments, we
s determined this comp"artment had to have been almost full with product from
a previous loading. We estimate the compartment had at .least 900 gallons
in it, and when Mr. Davis set the meter to load it an additional 1100
i gallons, it overflowed.
li
ry
f This indicates ..there was also a problem with the high level sensor in
the tanker. We checked the scully on our meter #22, while loading other
trucks and found it to be shutting down and functioning correctly. We also
4 had an outside contractor inspect the control valve on the loading arm,
and did not find anylthing that could have contributed to this overflow.
f3
tl Ii
L
' I
I
i
I I
