Preventative measures <br /> had to be taken to ensure worker safety. A command decision was made to apply a <br /> layer of fire retardent foam to all areas of the scene. Between each step of the <br /> operation, another layer of foam was applied. An example of this technique was the <br /> removal of the tank. A foam layer was applied to the tank, surrounding asphalt, and <br /> the bed of the tilt bed tow truck. The tank could then be winched up on the flat bed tow <br /> truck without igniting the gasoline. The planning involved, proved to be very <br /> successful, as we achieved our objectives of investigating the collision, rescuing the <br /> victims, removing any gas left in the tanks, removal of the contaminated soil, and <br /> preventing an explosion.
