Y
II and that it was due to her chemical exposure in the building". Hafey
re
personnel were also experiencing burning eyes and irritated throats. Hafey wanted EHD to concstated that several of his ur
' with the evacuation of the building. I explained that we had already recommended the facility hire
r a CIH because they specialize in indoor air quality issues and that EHD has no specific expertise
on this issue. I asked Hafey is the facility had hired a CIH yet and he explained that when COSFD
attempted to speak with management at the facility that they were hung up on because all
management was down south in a training seminar and were not apparently taking this situation
seriously. I told Hafey I could send a person to the scene who could write a Notice to Abate and
require the facility to hire a CIH before reoccupying the building. Hafey agreed this would be a
good thing to do. Willy Ng responded to the scene and issued a Notice to Abate
1 02/21/07 WN
Arrived onsite at the request of the Stockton Fire Department. COSFD is evacuating the wing of
f the building that is affected. Spoke with Rozann, the onsite manager and the only '
g y person living in
the affected wing of the building. Told her that since SFD is evacuating and posting the wing, EHD
is requiring that a certified industrial hygienist clear the area before it can be reoccupied. Left a
notice to abate with Rozann, who will forward it to the management.
2121107 KLF
12:30 pm I called David Irey of the DA's office because we had a previous enforcement case
with a related facility and I was hoping he had a contact he could call who could get a CIH out to
the scene.
2:45 pm Irey phoned to say he had spoken with his contact, an attorney for the facility, who
relayed to Irey that a CIH had been called and would be responding soon.
2122107 KLF
I received two phone messages from Rick Beale, CIH, of Entech Consultants who stated he was
hired by Plymouth Place to check out the facility.
8:45 am I phoned Mr. Beale to find out the status of his investigation. Beale stated that he
arrived some time last night to investigate the facility and was there with Captain Rodriguez and
four other firefighters. Beale claimed none of the people onsite smelled anything unusual nor did
they experience any symptoms whatsoever. He used the monitoring device the COSFD had used
and found some areas that registered some type of substance but could not identify what the
substance was, however, it did not appear to be a toxic gas as was feared initially. After a lot of
investigating, it appeared to Beale that it may have been some type of cleaning agent and that
maybe something was in the carpet because the carpet in the lobby was where the majority of
alarms were coming from on the monitoring device.
Beale stated that he took readings from all of the cleaning materials stored in the janitorial closet
and found one with a "signature" that matched the initial "signature" the COSFD got on February
20, 2007. This led Beale to think the monitoring device may have been picking up that chemical
for some reason.
Beale stated that he set up some canisters to collect air samples throughout the night in the lobby.
Beale then collected the canisters this morning and transported them to a lab for analysis. Beale
stated that he didn't believe he would find any chemicals above typical background levels but he
ran them as a safeguard. Beale said he would recommend to the property owners that the carpets
be professionally cleaned. We agreed he would notify EHD as soon as he received the results and
if they were ND (non detect) or not above typical background levels and if he determined the
building was safe for re-entry then EHD would allow re-entry once the carpets were professionally
2
1
