s
RECEIVED
May 17, 1999 MAY 18 1999
ENVIRONMENTAL HEALTH
PERMIT 1 SERVICES
Public Health Services
San Joaquin County
Environmental Health Division
ATTN: RONALD ROWE, SR REHS
RE: REQUEST FOR INFORMATION
POTENTIAL WASTEWATER DISPOSAL WELLS
Western Square occupies and leases two separate pieces of property from two
separate landlords at 1621 North Broadway and at 1565 North Broadway.
1565 North Broadway
Western Square first leased space only, and eventually expanded to the entire
building. There was an existing septic system (see permits). This system
started failing in early 1998, and completely failed in March 1999. Permits were
taken out to destroy the existing septic system and hook up to the city sewer
system.
1621 North Broadway
The main office for Western Square and the original manufacturing facility is
located at 1621 North Broadway. This building is on a septic system located on
the North East side of the property.
Approximately three years ago Western Square developed a new product line
that would not fit into our three stage wash line, so we started steam cleaning on
a regular basis. When we steam cleaned in the past the water was pumped into
a storage tank and then pumped into our three stage washer to make up for
steam and evaporation water loss. As a result of the increased steam cleaning
we were storing more water than we were using. It was suggested by an
employee of one of the contractors that were working here at that time to use dry
wells as the solution to our problem. He also said he had a friend in the
business who could arrange for them to be done. We believe they were dug 42"
diameter and approx. 25' deep, plumbed and concrete poured.
