MEMORANDUM ,
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD - CENTRAL VALLEY REGION
3443 Routier Road, Suite A Phone: (916) 361-5600
Sacramento, CA 95827-3098 ATSS Phone: 8-495-5600
TO: Antonia Vorster FROM: Michael Higgins
Senior Engineer Associate Engineer
DATE: 1 October 1991 SIGNATURE:
SUBJECT: (MOUND WATER MONITORING WELL ABANDONMENT, BROOKSIDE DEVELOPMENT SITE,
STOCKTON, SAN JOAQUIN COUNTY
In a 23 July 1991 letter, Kevin Huber of Grupe Development Company requested Board
approval to abandon sever al ground water monitoring wells (MWs) at the [Brookside
Development Property in Stockton. The request was based on the lack of ground water
pollution detected by MW sampling and analysis for total petroleum hydrocarbons and
benzene-toluene-xylene-ethylbenzene.
I have reviewed the following documents:
• Grupe's 6 March 1991 letter and Levine-Fricke's 13 December 1990 letter;
• The 12 December 1990 Report of Further Soil and Ground-Water Investigations
Conducted During August and November 1990; Area 1 of the Brookside Development;
• The 24 July 1991 Quarterly Ground-Water Monitoring Report for the Period
February through April 1990 in Area 1 and the Ripkin Property;
• The 30 May 1990 Quarterly Ground-Water Monitoring Report for the Period
February 1990 through April 1990 in Area 3;
• The 27 September 1989 Excavation of Diesel-Affected Soils, Brookside Property,
Area 3;
• The 23 March 1989 Environmental Site Assessment Report, Ripkin Development
Site.
The site investigation report and ground water monitoring reports reveal the
following:
1. The latest of two samplings of four ground water monitoring wells in proximity
to the two former underground tank sites (Area 1) detected no fuel components.
The polluted soil was excavated from the tank sites and removed for treatment
and disposal . Since the wells are either downgradient or very near the former
sites, the analytical results indicate that the tank sites no longer threaten
to degrade ground water quality.
2. Two samplings of the MW installed within 15 feet of the reported former
location of an underground gasoline storage tank detected no gasoline
components (Ripkin property) . The monitoring results indicate that the former
tank site is not polluting the underlying ground water.
3. Sampling and analysis of the MW near the former milk barn location and former
barrel storage area detected no fuel components.
