The first trench <br /> was approximately 120 feet in length. The remaining 12 trenches were approximately 20 feet in length. <br /> Trench depths varied from seven to ten feet. Trench locations are shown on Figures 4, 8, and 9, located <br /> in Appendix A. <br /> While excavating trench T1, the backhoe uncovered a Pacific Bell telephone line. The locating service <br /> for Pacific Bell had marked an 11-foot offset from the road for the telephone line 30 feet north of the <br /> trench site and a seven-foot offset 90 feet south of the trench site. The telephone line was uncovered six <br /> feet from the road. Condor contacted the Pacific Bell locating service and notified them that the backhoe <br /> had encountered the telephone line. Pacific Bell personnel responded to repair the surface insulation of <br /> the exposed telephone line. The trench excavation was relocated to within four feet of the road and the <br /> excavation was continued. The excavated soil was wet below seven feet. The trench was excavated down <br /> to 10 feet, at which point groundwater seeped into the excavation. Due to groundwater infiltration, the <br /> trench depth was reduced to seven feet.
