' Redevelopment Agency of the City of Stockton Page 11 <br /> ' B34602.01 <br /> Skipps Service station formerly occupied 300 South California Street which is Parcel 1 of the <br /> SITE. Parcel 1 is currently occupied by Stockton Smog and Tune. This on-SITE address was <br /> ' identified on the CAL-EPA, SWRCB Registered USTs list and the CAL-EPA, RWQCB Leaking <br /> USTs list. According to SJCEHD records regarding the facility, impacted soil was discovered <br /> ' there in November, 1993 during the removal of one waste oil UST and five fuel USTs. By <br /> March, 1995, three monitoring wells had been installed on Parcel 1 to monitor the concentration <br /> of petroleum hydrocarbons in groundwater there resulting from the apparent release. Groundwater <br /> ' monitoring continues on Parcel 1. The most recent groundwater sampling event occurred in <br /> January, 1997. In this most recent round of sampling, groundwater underlying the facility <br /> contained concentrations of total petroleum hydrocarbons-gasoline range (TPH-G) and BTEX as <br /> high as 460,000 parts per billion. A workplan for the installation of a soil vapor extraction system <br /> and a groundwater extraction system was found dated August, 1995, however, no information was <br /> found indicating that either had been installed there. No information was found indicating the <br /> plume of impacted groundwater has migrated off-SITE, or to other on-SITE parcels. In addition, <br /> no information was found indicating other known or suspected sources of the impacts to soil and <br /> groundwater there. This facility was also identified on the US EPA, ERNS list. The SJCEHD <br /> file regarding the facility contained a letter from the CAL-EPA, DTSC siting an inspection at the <br /> facility initiated due to a citizen complaint. Apparently, a complainant reported that a sump <br /> within the then service facility overflowed spilling it contents of a water/oil mixture onto the <br /> pavement surrounding the SITE where it eventually found its way into a stormwater drain. In <br /> addition, complainant reported observed the disposal of waste oil on the "ground behind" the <br /> ' structure there. No information regarding response activities was found. <br /> Incidents involving the release of hazardous materials to the environmental at 38 off-SITE <br /> facilities within one mile of the SITE were identified in the regulatory list and record review. <br /> Because of the number of facilities, and review time constraints imposed by the SJCEHD, files <br /> for those within one-quarter mile of the SITE were reviewed for information regarding known or <br /> ' potential impacts to soil and/or groundwater at the SITE. No information was found indicating <br /> regional groundwater problems associated with those facilities located in the vicinity of the site. <br /> The impacts reported at the off-SITE facilities were the result of leaking UST systems and <br /> ' activities associated with the use and storage of hazardous materials. In summary, no information <br /> was found indicating known or suspected impacts to SITE soil and/or groundwater resulting from <br /> the release of hazardous materials at off-SITE facilities. <br /> 1 <br />
