The CVRWQCB has <br /> 30 days from the date they RECEIVE our US Mail/registered-return receipt requested notice to <br /> object/comment. If there are no objections, they mail our a "concurrence to NFA" letter to us <br /> and cc the RP. <br /> Nuel and I have discussed the site with .Jim Barton some time ago and he was familiar with our <br /> intent and the site's status and voiced NO objections. with this in mind, it's very possible for <br /> him/the CVRWQCB to act on a "concurrence" letter before the 30 days are up. it happens <br /> regularly that we hear from him in two weeks... <br /> I recommend you start procedures to destroy the wells. After I advise you that the CVRWQCB <br /> has concurred with NFA, I'll need a work plan for the well destructions. You should know that <br /> ONLY wells that are NON detect, are of known construction, and are NOT obstructed may be <br /> pressure grouted. Wells that do NOT meet these three criteria MUST have the "contents of <br /> the well removed" (commonly referred to as OVERb red, see page 26 and 27; last two pages <br /> of the attachment above and become familiar with all f Section 13.17--a page and a half). <br /> Permits are needed for EACH parcel. The City right o way is a separate parcel from the site <br /> and other offsite private parcels. Permits are $366 p r application with $122 per <br /> borehole/well. In the case of nested wells, the EHD treats them as a single borehole/single <br /> well- $122 each nested well. I can think of three parcels: ONsite. OFFsite City row. OFFsite <br /> private parcel. as an example, one parcel with 8 wells, $366 +$976 (8 x $122) = $1342 permit <br /> fee. <br /> I can cut you some slack for multiple applications after two. IF you do ALL the well <br /> destructions in one mobe, I'll waive the $366 after two applications have been paid for full <br /> amounts. meaning the third application and any other applic (4th, 5th, etc) can just submit <br /> $122 per well on their separate application. IF there i MORE than just one offsite private <br /> parcel involved (Medical parking lots of different parc Islowners?) this is where you'll save <br /> some 'upfront' money. First two applics at full price and all others after this just pay the $122 <br /> per well. <br /> Remember, I'll need access agreement copies for private parcels NOT under Vogue ownership <br /> AND a copy of the City encroachment permit in order to issue.. AND a Master File Record <br /> form (MFR) for each application too. IF there will be only ONE billing party for ALL of the well <br /> destructions, then just send me ONE MFR and I'll duplicate it for each application. We need a <br /> THIRD PARTY BILLING name on the MFR if you do 't want EHD fees/a bill being sent to Mrs <br /> Higgins. Consultants usually put their name in the THIRD Party Billing line . IF I run out of the <br /> money you send in, additional inspection charges will go to this person. This happens <br /> 5/16/2011 <br />
