A public meeting on these documents and <br /> the proposed remedial strategy for this site was held in Stockton on January 20, 1998. <br /> Public comments were received on the DRAP. These comments were discussed in a <br /> February 13, 1998 conference call between PG&E and DTSC; DTSC prepared the <br /> Responsiveness Summary to these comments. This Responsiveness Summary will be <br /> incorporated into the final RAP. On March 18, 1998, DTSC submitted its comments on <br /> the DRAP to PG&E. <br /> The final RAP which incorporates DTSC's March 18, 1998 comments was submitted to <br /> DTSC on March 26, 1998. The final RAP was approved by DTSC in a letter dated April 2, <br /> 1998. A public notice was placed in the April 3, 1998 Stockton Record announcing the <br /> finalization of the RAP and the Negative Declaration for the project. On April 9, 1998, <br /> PG&E issued a complete final RAP (which includes DTSC's final Executive Summary, <br /> DTSC's Responsiveness Summary, and the approved Negative Declaration for this project <br /> and its supporting CEQA Special Initial Study). <br /> Quarterly groundwater monitoring was conducted in March, 1998. The results of this <br /> quarterly monitoring were submitted to DTSC and the RWQCB on April 30, 1998 in the <br /> Quarterly Monitoring Report, PG&E Stockton Former MGP Site, First Quarter, 1998. <br /> II. Activities Performed During Current and Last Quarter: <br /> The final RAP and Negative Declaration for the project were approved by DTSC in a letter <br /> dated April 2, 1998. A complete final RAP (which included the approved Negative <br /> Declaration) was issued by PG&E on April 9, 1998. <br /> With the final RAP approved and complete, the Remedial Design and Implementation Plan <br /> (RDIP) is being developed for the project(currently scheduled to be submitted to DTSC in <br /> October, 1998). In connection with development of the RDIP,PG&E submitted <br /> procedures for managing excavated soil and residue from the site to DTSC on September <br /> 21, 1998. In this soil and residue management plan, PG&E indicated that procedures for <br /> managing excavated soil and residue as presented in the RAP need to be modified based <br /> upon recent sampling results and recent regulatory changes. In addition, on August 12, <br /> 1998, PG&E submitted proposed modifications to the groundwater monitoring program to <br /> DTSC. In response, DTSC provided an example flow chart which establishes criteria for <br /> automatically modifying a site's groundwater monitoring program. PG&E will use this <br /> example to develop a similar flow chart for modifying the groundwater monitoring <br /> program at the Stockton site. This flow chart will be included in the RDIP. <br /> Second quarter groundwater monitoring was conducted in June, 1998 and the results of this <br /> quarterly monitoring were submitted to DTSC and the RWQCB on July 31, 1998 in the <br /> Quarterly Monitoring Report, PG&E Stockton Former MGP Site, Second Quarter, 1998. <br /> Third quarter groundwater monitoring was conducted in September, 1998 and the results of <br />
