•
Advanced
Ge o Environmental, Inc.
12 December 2014
AGE Project No. 12-2169
Mr. James Barton
California Regional Water Quality Control Board - Central Valley Region
11020 Sun Center Dr #200
Rancho Cordova, CA 95670
Subject: In -Situ Chemical Oxidation Pilot Test Work Plan - Addendum
THE TRANSMISSION STORE
515 West Charter Way, Stockton, California
Dear Mr. Barton:
On behalf of Mr. Don Rodgers, Advanced GeoEnvironmental, Inc. (AGE) has prepared
this, In -Situ Chemical Oxidation Pilot Test Work Plan — Addendum, for the site located
at 515 West Charter Way, Stockton, California (site). The addendum addresses
comments in the Central Valley Regional Water Quality Control (CVRWQCB) letter,
dated 07 November 2014 (Appendix A). Below, AGE has responded to each RWQCB
comment and/or concern as stated in the November 2014 letter:
CVRWQCB Comment 1: Prior to initiating the proposed scope of work, a contingency
plan must be submitted to the Central Valley Water Board for review and concurrence.
The contingency plan must include corrective actions for addressing potential
mobilization of adverse byproducts of the injection event. The contingency plan must
have established background concentrations for hexavalent chromium and bromate as
well as proposed action levels that will trigger the contingency plan.
In addition to cessation of injections, if unacceptable conditions are observed during
progress/compliance monitoring, all monitoring wells showing negative effects will be
pumped in bulk until WQO's are deemed acceptable by the RWQCB. Additionally,
future injection events will be suspended until further comment and approval by the
RWQCB. As part of the contingency plan, monitoring frequency will be altered to a
monthly schedule, following discovery of adverse conditions for the detrimental by-
product, to verify that bulk pumping has addressed the negative effects of any
injections.
837 Shaw Road • Stockton, CA 95215
Telephone (209) 467-1006 • Fax (209) 467-1118
