• KLEINFELDER <br /> 2. BACKGROUND <br /> The Independent Trucking Company (ITC) facility is located at 1145 West Charter Way, <br /> Stockton California (Plate 1). Two 10,000-gallon aboveground diesel storage tanks (AGSTs) <br /> were formerly used to dispense fuel. Currently, both AGSTs are empty and are not being used <br /> by ITC. Both tanks have been removed from the site. <br /> ITC is the current lessee of 1145 W. Charter Way and has leased the property since October <br /> 1985. The current owners are W. W. Miles, Jeanne A. Miles, and Patricia L. Nolet. According <br /> to information obtained by ITC, the current owners acquired the property in 1956 from <br /> Nomellini Construction which operated a heavy equipment business on the property prior to <br /> 1956. Nomellini Construction continues to own property adjacent to the eastern boundary of <br /> 1145 W. Charter Way. Between 1956 and 1970, 1145 W. Charter was apparently operated by <br /> Mr. Miles as a trucking business. Between 1970 and 1985, several tenants occupied the property <br /> and also operated trucking businesses on the property. At least six past and present owners and <br /> tenants have occupied the property for at least the past 38 years and are believed to have <br /> conducted trucking operations on the property similar to the type of operations currently being <br /> ' carried out by ITC. <br /> ' The two AGSTs located at 1145 W. Charter Way predate the tenancy of ITC, and presumably <br /> were used by Mr. Miles and/or his tenants preceding ITC to service trucks and equipment that <br /> were part of their trucking operations. ITC does not know the past spill history for these tanks. <br /> ' ITC has utilized the AGSTs since occupying the property in 1987 for its own trucking <br /> operations. <br /> ' In May 1995, approximately 2,000 gallons of diesel fuel were discharged as a surface spill from <br /> a fuel dispenser for one of the two AGSTs. The discharge was reported to the SJCEHD. The <br /> fuel spill was located along the western side of the secondary containment wall for the AGST <br /> and covered a portion of the northeast area of the property. At the request of ITC, Dillard <br /> Environmental excavated approximately 500 cubic yards of contaminated soil. The soil was <br /> transported to Forward Landfill for disposal. Verification samples were collected by ITC (Carrie <br /> ' Fisher, Eric Horton). All but one sample showed non-detectable results for diesel fuel. The area <br /> where the one sample containing diesel was collected was excavated and resampled.
