Charter Way, Stockton, CA <br /> Dear Mr. Barton: <br /> The San Joaquin County Public Health Department/Environmental Health Division (SJC <br /> PHS/EHD) is the lead agency for regulatory oversight for the above referenced project. <br /> They have stipulated that ozone/peroxide injection at the site would also require the co- <br /> approval of the Regional Water Quality Control Board—Central Valley Region (RWQCB- <br /> CVR). Geological Technics Inc. (GTI) submitted our August 8, 2005 "Ozone Sparging <br /> SECOR Benchscale Test" work plan to your office for approval in response to the SJC <br /> PHS/EHD directive. <br /> In your letter dated September 8, 2005 you had several concerns regarding the proposed <br /> SECOR bench test (BST). GTI and SECOR's Mr. Angus McGrath have prepared this <br /> addendum to address those comments discussed in your September 8, 2005 letter: <br /> • Pre-BST: Geologic Technics will submit one groundwater and one soil sample for <br /> total metals and trace element analysis by EPA Method 6010B, to address the concerns <br /> of the RWQCB. [These samples will be obtained during the installation of three soil <br /> borings proposed for further site characterization.] Metals and trace element <br /> concentrations will be compared to maximum contaminant levels (MCLS), PRGs and <br /> USGS benchmark levels to determine whether concentrations fall in the typical ranges <br /> anticipated for California soils. If an analyte is above regulatory criteria, that analyte <br /> will be added to the parameter set for the bench scale study. <br /> • BST: After treatment with ozone and an ozone/peroxide mixture, groundwater samples <br /> will be collected and submitted to a certified environmental laboratory, filtered, and <br /> analyzed for hexavalent chromium, total chromium, bromate, arsenic, total dissolved <br />
