3.0 DISCHARGE PREVENTION-CONTROLS AND STRUCTURES <br /> This section defines the controls and structures in place to prevent dischargesfrom occurring during the storage <br /> and handling of oil at the facility. <br /> 3.1 CONTAINMENT AND DIVERSIONARY STRUCTURES (40 CFR 112.7[c]) <br /> Wilbur-Ellis has implemented appropriate containment and/or diversionary structures or equipment to <br /> prevent discharged oil from reaching navigable waters at each facility, including: <br /> • Dikes, berms or retaining walls sufficiently impervious to contain spilled oil; <br /> • Curbing or drip pans; <br /> • Sumps and collection systems; <br /> • Culverting, gutters or other drainage systems; <br /> • Weirs, booms or other barriers; <br /> • Spill diversion ponds; <br /> • Retention ponds; and/or <br /> • Sorbent materials. <br /> Appendix A includes a listing of secondary containment, diversionary structures and/or equipment to prevent <br /> the discharged oil from reaching navigable waters for each facility. <br /> 3.2 SECURITY MEASURES (40 CFR 112.7[g]) <br /> Appendix A summarizes site-specific security measures for each facility. <br /> 3.3 ABOVE GROUND STORAGE TANKS (40 CFR 112.8[c]) <br /> All storage tanks are designed, fabricated, and installed to conform to industry standards. All container shells <br /> and bottoms are constructed according to American Petroleum Institute, American Society for Testing and <br /> Materials International (ASTM International), and Underwriters Laboratory specifications. The tanks are <br /> compatible with the fluids stored, adequate in size, and are equipped with internal pressure and vacuum <br /> protection vents. Secondary containment procedures and Best Management Practices (BMPs) for <br /> Aboveground Storage Tanks (ASTs) are described in the Wilbur-Ellis Tank Farm Program, available on <br /> WEconnect. <br /> 3.4 SECONDARY CONTAINMENT (40 CFR 112.8 [c][2]) <br /> Appendix A includes a description and photographs of secondary containment structures for each aboveground <br /> storage tank. All secondary containment structures have sufficient capacity to hold the volume of the largest <br /> container,vessel, or tanks plus sufficient freeboard,for precipitation,to contain an additional 10 percent of <br /> the largest volume. <br /> 3.5 CONTAINER STORAGE AREAS& MOBILE/PORTABLE CONTAINERS (40 CFR 112.8[c][11]) <br /> Secondary containment procedures and BMPs for portable storage containers are described in the Wilbur-Ellis <br /> Warehouse Procedure, available on WEconnect. <br /> 3.6 PRACTICABILITY OF SECONDARY CONTAINMENT (40 CFR 112.7[d]) <br /> Facility management has determined that secondary containment is practicable for all SPCC-regulated <br /> storage tanks, process equipment, oil transfer areas, and oil handling areas. A summary of secondary <br /> containment structures is provided in Appendix A. Therefore, additional spill contingency plans are not <br /> required. <br /> 11 June 07,2019 <br />
