The Workplan proposed destruction of eighteen (18) monitoring <br /> wells (JLM3 through JLM5 and JLM12 through JLM26) and two remediation wells (OS1 and <br /> OS2). Pressure grouting was proposed for JLM4, JLM12, JLM14 through JLM19, JLM24 and <br /> JLM25, with the remaining wells to be destroyed by over-drilling to total well depth and grouting <br /> the borings as the augers are removed. Conductor casings and well casings will not be cut off <br /> at 2.5' below surface for JLM24 and JLM25 during pressure grouting, due to anticipated difficulty <br /> cutting through the conductor casing while leaving the well casings intact for grouting. <br /> Although the San Joaquin County Environmental Health Department (SJCEHD) indicated their <br /> approval for the general scope of work for pressure grouting and over-drilling of the above wells <br /> on 11 January 2013, the emails that I received did not include any reference to leaving the <br /> upper three feet of the conductor casings and well casings intact after pressure grouting of <br /> JLM24 and JLM25, which would require further SJCEHD approval prior to obtaining the <br /> SJCEHD well destruction permits. This Workplan approval is conditional upon successful <br /> application and receipt of the SJCEHD well destruction permits, and compliance with any <br /> additional SJCEHD requirements to destroy the wells. The Workplan did not include the <br /> requested schedule for the work, which is now due by email to me at the email address below <br /> no later than 11 February 2013. You are to destroy the wells and submit the well destruction <br /> report by 26 April 2013, or provide a written rational for an extension with a schedule by <br /> 11 February 2013 if unable to meet the 90-day deadline.
