Program Plan <br />Revision 6 <br />1/8/1988 <br />Page 4 of 6 <br />The Laboratory Director delegates the execution of the plan to the <br />Analysis Coordinator, who works jointly with the branch managers to train <br />personnel and to initiate the implementation of the QA work plan. The Data <br />Manager/Sample Custodian, on the other hand, verifies the documentation <br />sample <br />aspect of QA, <br />ensuring integrity and chain -of -custody. All data <br />generated is reviewed by the Data Manager, who functions as the first level <br />of data assessment. He verifies that all reporting requirements are met. <br />The QC Officer fulfills the responsibility of an external monitor for <br />the program. The system/performance audits conducted by the officer serves <br />as an effective evaluation of the program as a whole. Random check of data <br />also serves to detect any data falling outside established limits. The <br />Laboratory Director is notified of any QA malfunction. <br />All analytical group managersand analysts have the final <br />responsibility of practicing established QA procedures. This is achieved <br />through thorough training of new personnel and continued training of <br />experienced analysts. <br />4. QA/QC EXPERIENCE <br />ELI has been engaged in numerous industry, state, and government <br />related projects that require stringent QA work plans. For these projects, <br />ELI's QA management team were able to plan and execute the required QA <br />procedures. QA procedures have been implemented in analysis for <br />herbicides, pesticides, fuel oils,, hazardous waste compounds, priority <br />pollutants, and heavy metals. <br />
