Quarterly Report - 152 East 11th Street, Tracy Page 3 <br /> related to discharge of treated water to the storm-water sewers, discharges of volatile <br /> organic compounds (VOCs) to the air and city planning and building permit concerns <br /> • Preliminary guidance has been obtained from the California Regional Water Quality <br /> Control Board - Central Valley Region (CRWQCB) with respect to site-specific National <br /> Pollutant Discharge Elimination System (NPDES) permit requirements, from the San <br /> Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) with respect to <br /> limitations on discharges of VOCs to the air and from the City of Tracy's Utilities, <br /> Building Permit and Community Development departments with respect to requirements , <br /> related to discharges to storm sewers, construction permit requirements, city planning <br /> concerns and a recently adopted, noise-control ordinance, all of which will affect the <br /> remediation equipment selection, system-design details and operating conditions <br /> Search for Dischargers Responsible for Release of Hydrocarbons <br /> The present owners, Mr and Mrs Albert Navarra and Mr and Mrs Carl Navarra (the <br /> Navarras) purchased the 152 East 11th Street property in December 1978 Since that <br /> time no fuel dispensing or other operations have been conducted on the site that could <br /> account for the contamination that has been found in the subsurface The owners of the <br /> site immediately prior to its purchase by the Navarras were the San Diego Armour Oil <br /> Company and thier associates That company, and other prior owners, operated an <br /> automobile service station on the site and owned and operated the underground storage <br /> tanks from which gasoline leaked into the subsurface <br /> • During the reporting period, the Navarras' attorneys continued their efforts to solicit the <br /> cooperation of the San Diego Armour Oil Company in addressing the contamination found <br /> beneath the site and to request that company to meet its responsibility, as the dischargers, <br /> to remediate the property and comply with the applicable environmental regulations No <br /> meaningful response has been forthcoming Accordingly, the Navarras' attorneys are <br /> preparing a formal legal complaint against the San Diego Armour Oil Company and other <br /> parties responsible for contaminating the site <br /> Engineering and Status Reports <br /> The following engineering and status reports were completed during the reporting period <br /> and submitted to`the SJCPHS <br /> I Quarterly Status Rep cL NovQmber 1 1993 to_January 3 I ,)9941 152 East <br /> LI th.
